The project strives to select and grant full scholarships to 1,500 people to study and research abroad by the end of 2035, creating high-quality human resources in strategic technology fields, expected: 100 people to train at university level; 400 people training at masters level; 500 people conduct doctoral training and 500 people conduct post-doctoral research. The number of people sent for training at different levels may change depending on actual training needs and the ability to balance the state budget. Training subjectsTrained subjects are Vietnamese citizens with high learning and research capacity and development potential, meeting the input requirements of each level, training program, and research at the worlds leading higher education institutions within the scope of the Project, selected to be sent for training and research in various industries. fields serving strategic technology development, including the following target groups: 1. University-level training: (i) subjects introduced, nominated by ministries, branches, localities, and state-owned enterprises and given priority for recruitment after graduation include: high school students or first-year university students, winning first, second, and third prizes in provincial examinations to select excellent students organized by the Department of Education and Training, national examinations to select excellent students, and research competitions. National scientific and technical research organized by the Ministry of Education and Training or international competitions nominated by the Ministry of Education and Training, suitable for industries serving strategic technology development; (ii) first-year university students of schools belonging to the armed forces (police, military), with excellent study and training results or higher, recommended and nominated by the Ministry of Public Security or the Ministry of National Defense. 2. Masters level training: subjects working at state agencies, state-owned enterprises, higher education institutions or subjects recommended, nominated by ministries, branches, localities, state-owned enterprises and given priority for recruitment after graduation, university graduates in appropriate fields serving strategic technology development with excellent grades or higher (or equivalent). 3. Doctoral level training: subjects working at state agencies, state-owned enterprises, higher education institutions or subjects recommended, nominated by ministries, branches, localities, state-owned enterprises and given priority for recruitment after graduation, masters degrees in appropriate fields serving strategic technology development with learning results of 8.0 or higher on a 10-point scale or equivalent.4. Post-doctoral training and research: People working at higher education institutions, research institutes, science and technology organizations, state-owned enterprises; have research capacity demonstrated through scientific publications in prestigious international journals, patents or applied scientific and technological products; have professional experience and development potential, are selected to conduct in-depth research, improve the capacity to lead research, development and technology transfer in areas serving strategic technology development. Training industry Training industry includes: Industries, fields, training programs directly related to or serving the development of strategic technologies according to Decision No. 21/2026/QD-TTg dated April 30, 2026 of the Prime Minister and documents amending, supplementing and replacing this Decision (if any). In case of necessity, the Ministry of Education and Training shall preside over and coordinate with relevant ministries and agencies to report to the Prime Minister for consideration and decision to add other industries and fields to serve innovating the growth model that domestic training capacity has not yet met. Training facilitiesTraining facilities include: Foreign educational institutions with strengths in training the fields identified above, among the worlds top 500 by industry and training field in national rankings. Reputable medical background at the time of admission; The training program has been accredited or recognized for quality according to the regulations of the host country, ensuring conditions for research, access and technology transfer. Training methods, qualifications and targetsImplement momentumo Full-time training for undergraduate, masters, doctoral and post-doctoral research levels at foreign educational institutions according to the provisions above.
