The structural framework of the national education system is the overall structure of the education system, determining educational levels, training levels, directions in education and the relationship between these components in order to organize educational programs in a unified way, orient the necessary learning path of learners and ensure the synchronous operation of the entire education system. This Decision regulates the National Education System Structural Framework, including: the structure of the National Education System Structural Framework; educational program level and classification system; educational flows, transitions and connections in the national education system; Standard study time for all levels of education and training levels. This decision applies to educational and training establishments under the national education system; State management agencies in charge of education, agencies, organizations and individuals involved in the organization, management and supervision of the national education system. Purpose and role of the National Education System Structural Framework According to the Decision, the National Education System Structural Framework has the following purposes and roles: Establishing the overall structure of the national education system; distinguish, classify, and arrange types of educational programs in the national education system; as a basis for building, reviewing and adjusting educational programs in a unified manner, ensuring the orientation of learners learning paths and the synchronous operation of the entire education system. At the same time, ensuring continuity in the education system, creating a basis for recognition and transfer of learning results between educational levels and training levels, helping learners continue to study in different programs in the national education system. Ensuring the basis for transparent information. Transparent learning paths, support learners in career orientation, choose learning paths and personal development in the lifelong learning process. Orient and organize educational streams, contributing to diversifying learning paths and career development of learners. Besides, serving as a reference basis for recognition, comparison and conversion of diplomas, certificates and learning results between domestic and international educational institutions according to the provisions of law and the National Qualifications Framework Vietnam. Serving state management, monitoring educational activities and statistics, reporting and international comparison of education, contributing to improving the transparency and accountability of the national education system. Structure of the National Education System Structure FrameworkThe structure of the National Education System Structure Framework includes formal education and continuing education, implemented at all levels of education and training levels in the national education system. Levels of educational programs in the national education system The level in the national education system structural framework is the level of classification of educational programs according to educational level or training level from low to high, in accordance with international standards. According to the Decision, educational programs in the national education system are classified into 9 levels from 0 to 8 (including: preschool, elementary school, middle school, high school/vocational school, intermediate school, college, university, masters, doctorate) on the basis of program objectives, complexity of learning content, input requirements, expected learning outcomes and transferability in the national education system. Integrated education program Many educational levels and training levels are classified into the level corresponding to the highest educational level and training level. Each educational program is identified by a program code and classified according to the provisions in Appendix II issued with this Decision. Standard learning time Standard learning time (or standard training time) of educational levels and training levels in the national education system is regulated to ensure: a) The consistency of the national education system; b) The connection communication between educational levels and training levels; c) Consistency with Vietnams National Qualifications Framework and compatibility with international educational classification. Standard learning time is the basis for designing educational programs, and does not replace requirements on output standards and learning volume of the program. Standard learning time of educational levels and training levels is specified in Appendix III issued with this Decision and does not include the cases specified in Clause 4 of this Article. Specifically: preschool level from 3 months to 6 years old; Primary school is 5 years; Secondary school is 4 years; High school/vocational school is 3 years; intermediate level from 1-2 years; college from 2 -3 years; university for 3-4 years; Masters degree from 1-2 years; PhD from 3-4 years...Standard study time of specific training programs in the fields of arts, physical education, and sportsSports and specialized training programs specific to a number of industries and fields are implemented according to the regulations of the Ministry of Education and Training.
