Da Nang Ho Quang Buu said that Vietnam is entering a new stage of development, in which science - technology, innovation and digital transformation are identified as key driving forces to improve national competitiveness. According to him, to realize this goal, it is necessary to have high-quality human resources, strong research capacity and the active participation of the business community. In that context, the close connection between the State - schools - businesses is considered a key factor to put guidelines and policies into practice, creating motivation for rapid and sustainable development. Da Nang City will continue to improve mechanisms and policies to encourage research and development, promote technology transfer, support the innovative startup ecosystem and create conditions for universities and businesses to increase cooperation in training, research and commercialization of scientific results. Agreeing with the above viewpoint, Mr. Le Quan, Deputy Minister of Education and Training said that implementing Resolution No. 57-NQ/TW of the Politburo requires promoting practical links between the State - schools - businesses, especially in the context that localities are striving to achieve the goal of double-digit economic growth. According to Deputy Minister Le Quan, most Vietnamese businesses currently do not have a strong enough research and development force, while universities possess a team of experts, scientists and a wide international cooperation network. The connection between businesses and universities will help businesses access high-quality human resources, while effectively exploiting research results to serve production and business. For the three houses model to be effective, Deputy Minister Le Quan asked businesses to accompany training institutions in the process of developing programs, organizing training and creating conditions for students to participate in practical projects right from the early years. Universities need to develop business incubators, innovation centers and high-tech research centers to support businesses and promote technology transfer. From the perspective of higher education institutions, Associate Professor, Dr. Nguyen Ngoc Vu, Director of Danang University, said that although the three-house linkage policy has been implemented for many years, in reality there are still many bottlenecks. Many cooperation programs are still formal, stopping at signing but lacking implementation mechanisms, resources, coordination focal points and effective evaluation systems. According to him, in training, businesses are not deeply involved in the process of developing programs, teaching and evaluating learners, causing the gap between training and practical needs to widen in the context of digital transformation, artificial intelligence and automation strongly developing. For scientific research, the ordering, financing, intellectual property, benefit sharing and commercialization of research results mechanisms are still not clear enough to create a driving force for long-term cooperation between the parties. From that reality, Associate Professor, Dr. Nguyen Ngoc Vu believes that businesses need to truly become the center of the innovation ecosystem, playing the role of ordering, receiving, applying and commercializing research results. Universities need to focus on solving practical problems of the country, localities and businesses, taking the effectiveness of technology application and transfer as a measure.
