To date, the implementation of the Project has achieved a number of specific results such as: (1) all provinces and centrally run cities have issued action plans or guiding documents to respond to climate change in the field of urban development; (2) provinces have completed the task of reviewing urban planning projects and supplementing and integrating climate change content for urban areas considered to be severely affected by climate change; (3) step by step identify natural disaster risk zones for urban areas; (4) raise awareness about urban development to respond to climate change; (5) implementing many investment projects on climate change locally... However, urban development to respond to climate change still has many shortcomings and shortcomings: the construction of an urban risk warning map system (Urban and Climate Atlas) still faces difficulties in building a database system; Documents guiding technical solutions mainly focus on responding to climate change, there is a lack of solutions focusing on mitigating greenhouse gas emissions in urban areas; Resources to implement tasks are limited... Completing policies and regulations on green growth urban development Management and administration of urban development to respond to climate change is currently an urgent task of society, of party committees at all levels and of local authorities at all levels. To enhance proactive response to climate change, rational use of resources in urban renovation, upgrading and development, contributing to gradually controlling and reducing the level of air, water and soil pollution according to international standards; Review, supplement and complete the system of legal documents on planning and urban development investment management in the context of increasing risks from climate change. The Prime Minister instructs the Ministry of Construction according to the provisions of Clause 1, Article 10 of Resolution No. 190/2025/QH15 dated February 19, 2025 of the National Assembly, assigning the Ministry of Construction to preside and coordinate with ministries, branches and localities to continue and urgently Promote the implementation of assigned tasks in Decision No. 438/QD-TTg dated March 25, 2021 of the Prime Minister approving the Project Development of Vietnamese urban areas to respond to climate change in the period 2021-2030 and related directions to ensure effectiveness, practicality, and compliance with the law. Implement monitoring and supervision of urban development content to respond to climate change in planning and urban development management, ensuring transparency, consistency, eliminating conflicts and overlaps, meeting practical development and integration requirements. The Ministry of Construction presides and coordinates with ministries, branches and localities to continue to perfect and synchronize policy mechanisms, regulations and legal norms on green growth urban development; develop green and smart urban technical infrastructure systems; develop regulations, standards, and economic-technical norms in the development of green materials, green buildings, and energy-efficient constructions; Plan and effectively implement assigned tasks in the Prime Ministers Decision No. 84/QD-TTg dated January 19, 2018 on Vietnams green growth urban development plan until 2030; 950/QD-TTg dated August 1, 2018 on sustainable smart urban development in Vietnam for the period 2018 - 2025 and orientation to 2030. Organize the formulation of a Master Plan for urban and rural systems to 2035, vision to 2050 and investment programs and projects for urban upgrading, green and smart growth, and response to climate change for the period 2025 - 2030 and the following periods, submit to the Prime Minister for approval as a basis for effective management of urban resources, towards stable and sustainable urban development.
