Recently, implementing Resolution No. 57-NQ/TW on breakthrough development of science, technology, innovation and national digital transformation, Dong Nai city has formed its future. Delegates said that Dong Nai has conditions that very few localities have: Economic scale ranks fourth in the country; 89 industrial parks are planned; over 2,300 FDI projects with more than 45 billion USD from 51 countries and territories; more than 730 thousand industrial workers. In particular, Resolution No. 16-NQ/TW of the Politburo has given the city an outstanding institutional framework. Many places have to find markets for technology, while Dong Nai already has thousands of technological problems waiting for solutions. However, the gap between having a policy, having a system, having data, having resources and having products, having value and being effective is still large; The digital economy has only reached about 7.88% of GRDP while the target for 2030 is 30%; FDI is large but endogenous technological capacity is still thin; Lots of data but low mining value; There are many human resources but there is a lack of core human resources. Therefore, delegates said that the next phase must shift strongly from issuing documents to creating products; from data connectivity to data mining; from researching topics to solving problems, mastering technology and commercializing; from budget allocation to improving resource absorption and efficiency; from principle cooperation to specific programs and projects.
