National Civil Defense Steering Committee, Ministry of Agriculture and Environment, Ministry of National Defense, Ministry of Public Security, Ministry of Industry and Trade, Ministry of Construction, Chairman of the Peoples Committees of provinces and cities (from Quang Tri outward) according to their functions, tasks and authority, organize to closely monitor the situation, focus on leading, directing, and proactively deploying drastically, promptly and effectively the work of preventing, combating and overcoming the consequences of natural disasters, especially rain, floods, pipe floods, flash floods, landslide. Ministers and Chairmen of Provincial Peoples Committees are responsible to the Government and Prime Minister for any delay, neglect, or subjectivity in leadership and direction that causes loss of peoples lives.2. The Standing Committee of the National Civil Defense Steering Committee, the Ministry of Agriculture and Environment, organizes a serious duty station and closely monitors weather developments and natural disasters; forecast, warn, and promptly inform about floods and natural disasters to authorities and people; Proactively direct ministries, branches and localities to implement the work of preventing, combating and overcoming the consequences of natural disasters according to assigned functions, tasks and authorities, absolutely not being passive or surprised. The Ministries of Agriculture and Environment, Industry and Trade, Construction, Education and Training, Health, Science and Technology, according to their assigned state management functions and tasks, proactively direct the prevention and control work and ensure safety for people, vehicles, equipment and facilities in the field of management, with special attention to ensuring the safety of dykes, lakes and dams, electricity supply infrastructure, telecommunications, educational and health facilities, traffic and irrigation works under construction. unfinished construction.4.
