The Government issued Resolution No. 208/NQ-CP on the Governments Action Program to implement Conclusion No. 75-KL/TW dated July 28, 2026 of the 14th Party Central Committee on environmental protection and proactively responding to climate change in the new period. Fully and promptly specify the viewpoints, goals, tasks and solutions in Conclusion No. 75-KL/TW and Action Program No. 31-CTr/TW; creating a clear change in environmental management, proactively responding to climate change and developing a green, circular, low-carbon economy. The Governments action program is the basis for ministries, ministerial-level agencies and Peoples Committees of provinces and centrally-run cities to develop plans and organize implementation, ensuring synchronization and efficiency. Implement key tasks in the period 2026 - 2030, with a vision to 2045 according to the principle of clear tasks, clear presiding agencies, clear coordinating agencies, clear deadlines, clear products and clear resources; Each task is assigned only one lead agency, ensuring it can be inspected, measured and linked to responsibility. Inheriting and integrating ongoing programs, plans, projects... 9 Key solutions The program offers 9 implementation solutions including: 1- Propaganda, education, creating unity in awareness and action, mobilizing the participation of the entire society in protecting the environment and responding to climate change; 2- Improve institutions, policies and laws; improve effectiveness and efficiency of enforcement; 3- Mobilize, allocate and effectively use resources; 4- Solve pressing environmental problems; prevent and control pollution and improve environmental quality; 5- Conservation of nature, biodiversity and effective use of resources; 6- Actively adapt to climate change and reduce natural disaster risks; 7- Promote green transformation, develop circular economy, low-carbon economy, strengthen management of greenhouse gas emissions; 8- Developing science and technology, innovation, digital transformation and human resources; 9- Promote international cooperation and integration. Focus on solving air pollution in cities and large urban areas. In particular, the Program implements pollution remediation and air environmental quality management, focusing on solving air pollution in Hanoi City, Ho Chi Minh City and large urban areas; Resolve water pollution in river basins, canals, ditches, lakes and priority river sections; Accelerate investment in infrastructure for collecting and treating domestic wastewater in urban areas, industrial clusters, and craft villages; Control the total amount of pollutants discharged in sensitive areas with high environmental pressure in accordance with the environments carrying capacity. Improve the efficiency of household solid waste classification to serve the development of a circular economy; Synchronous investment in collection, transportation, reuse, recycling, treatment combined with energy recovery; reduce the proportion of waste directly landfilled; promote expanded responsibility of manufacturers, importers and secondary materials markets. Proactively identify and manage new waste arising from the green transition; Control the import of outdated technology and equipment that consumes a lot of resources and has the risk of causing environmental pollution. Promote the treatment of environmental pollution in craft villages in association with preserving and developing rural industries in a green, circular and sustainable direction. Focus on treating pollution in mineral exploitation and processing areas, areas with chemical and pesticide residues and other pollution hot spots. Develop urban areas resilient to climate change. At the same time, review and complete standards, regulations, and economic-technical norms for construction projects taking into account the requirements to respond to climate change; Monitor and evaluate climate change adaptation activities. Focus on investing in developing infrastructure that is highly resilient to storms, floods, inundation, drought, saltwater intrusion and impacts from climate change and sea level rise. Develop cities that are resilient to climate change, focusing on solving flooding caused by extreme heavy rains and high tides in large cities. Develop smart agricultural models, reduce greenhouse gas emissions and adapt to climate change.
