New funding rules from 2027
Minister Bernreiter: Make housing subsidies easier and clearer!
State housing support is a successful model - and it should stay that way. It now has a new framework: from next year, housing support will be set up as an annual building program. Bavarias Construction Minister Christian Bernreiter, who reported on this in the Council of Ministers: We are pushing full throttle on housing construction! We have launched the Bavarian construction turbo, making it easier to build in existing buildings. Bavaria is a pioneer nationwide when it comes to building type e. With more digitalization, we are massively accelerating approvals. At the same time, we are now simplifying the funding conditions for the economy! In the double budget for 2026 and 2027, we have a total of 3.6 billion euros available for housing funding. This We want to use money as efficiently as possible to create as much living space as possible throughout Bavaria. This is what we are achieving with our new annual construction program: We are redesigning our funding conditions, simplifying the funding guidelines, waiving additional technical requirements and creating the greatest possible planning security for the construction and housing industry!
The Bavarian construction turbo, which is now being submitted to the state parliament, includes facilitation for the conversion of existing buildings and promotes housing construction. In addition, the Council of Ministers released the digital amendment for the association hearing. It includes the complete switch to digital building applications planned for 2027 and withdraws formal requirements where possible. Minister Bernreiter: We are consistently digitizing our building regulations. Almost all builders in Bavaria can already use the digital building application service. Our success proves us right: 6,000 processes per month are already being submitted digitally. This accelerates immensely!
The overarching goal is to create more living space, to continue to use the available resources in the best possible way and to ensure planning security. For many years, state housing funding has made a significant contribution to affordable housing throughout the Free State. From next year it will be carried out as a closed annual construction program. For the 2027 annual construction program, 1.15 billion euros are earmarked for rental housing support and young living.
From now until mid-October, developers and project developers can apply for funding from the approval offices of the governments and the cities of Munich, Nuremberg and Augsburg. The projects are weighted based on various criteria, such as local housing supply and demand, obligations from municipal regulations on socially fair land use, project progress or efficiency. The projects of the 2027 annual construction program will be selected this year by the State Ministry for Housing, Construction and Transport.
Building Minister Bernreiter: With the annual construction program, we are reorganizing our housing funding. This means we can better control the funds and have a more precise overview across Bavaria. We want to create as much living space as possible. Thats why we are redesigning the funding conditions at the same time, which means we are simplifying existing components and creating new opportunities for municipal companies!
For this purpose, various funding guidelines are summarized. The result is a common guideline to promote housing construction in Bavaria. Additional technical requirements have already been largely dispensed with. Mandatory accessibility is also no longer required.
Anyone who wants to build living space should be able to adapt to the specific local needs, said Minister Bernreiter. Less specifications, more flexibility! This means we can make faster progress and also reduce construction costs.
The promotion of private housing under the previous interest reduction program and the promotion of adaptations of living space to the needs of people with disabilities will be retained.
