📋 Tender Overview
Together with the Federal Office for Economic Affairs and Export Control (BAFA) the Federal Ministry for Economic Affairs and Energy (BMWE) will implement a new six-month limited General License (AGG) for the delivery of military goods to certain countries for defense purposes effective March 20 2026. The aim of the new AGG is to further simplify the rapid delivery of military goods for air and naval defense to the Gulf States and Ukraine in a risk-based manner in line with administrative capacities.
Federal Minister for Economic Affairs Katherina Reiche: The indiscriminate attacks by Iran on the Gulf States have resulted in an urgent need for military goods especially for air defense. At the same time the need for military support for Ukraine particularly for air defense continues unabated. With the new time-limited AGG 48 we are adapting our procedures for arms export control for the export of urgently needed military goods to these countries to meet the new requirements. This ensures quick and unbureaucratic exports to strengthen their defense systems and sends a signal of solidarity.
Details on the new AGG 48:
A new AGG for the export and transfer followed by the export of selected military goods to certain countries for defense purposes will be introduced. AGGs are export licenses that exporters can utilize without having to submit an export application to BAFA beforehand. The export or transfer of goods for use in air defense and naval defense (including measures to protect against or eliminate sea mines) is permitted.
The specific destination countries covered by the AGG include Saudi Arabia the United Arab Emirates Qatar Kuwait Bahrain Oman and Ukraine.
The AGG is limited in time until September 15 2026. Registration is required but can be completed within 30 days after the first export or transfer to ensure maximum acceleration. The AGG includes monthly reporting obligations for the exporting companies and further provisions.
