Previously, Ms. Pham Thi Dinh was a civil servant who received citizens, handled letters from the District Peoples Committee, and received training for citizen reception work. Since July 1, 2025, she has worked at the Commune Peoples Committee, still in the position of receiving citizens and handling letters. Ms. Dinh asked, will she be able to maintain the training regime for citizen reception work for 6 months? Regarding this issue, the Ministry of Home Affairs responded as follows: Pursuant to Resolution No. 76/2025/UBTVQH15 of the National Assembly Standing Committee on the arrangement of administrative units in 2025 and at Points 1.1.4 and 1.2.4 Clause 1 Section V Decision No 759/QD-TTg dated April 14, 2025 of the Prime Minister on approving the project to arrange and reorganize administrative units at all levels and build a 2-level local government organization model. The Steering Committee for implementing the arrangement and reorganization of administrative units at all levels and building a 2-level local government organization model of the Government has issued official dispatches: No. 03/CV-BCD dated April 15, 2025, No. 11/CV-BCD dated June 4, 2025 and No. 16/CV-BCD dated August 9, 2025 guiding the implementation (reserving or continuing to enjoy) allowances for cadres, civil servants and public employees when implementing the 2-level local government arrangement from July 1, 2025. The organization of policy implementation for cadres, civil servants and public employees in the province falls under the authority of the Chairman of the Provincial Peoples Committee. Therefore, Ms. Pham Thi Dinh is requested to contact the provincial cadres, civil servants and public employees management agency (Department of Home Affairs) for answers.Chinhphu.vn
