📋 Tender Overview
They grant a single and exceptional term of seven years to teachers from private educational institutions of basic education to be entitled. The Special Public Investment Project that builds 75 Bicentennial Schools in Lima and 9 regions extends until 2028.
The Ministry of Education (MINEDU) was authorized by law to hire goods or services in infrastructure and furniture of public schools, as well as meet the connectivity services requirements and enable resources for preventive and corrective maintenance in state educational institutions, located in areas affected by fortuitous or force majeure.
Law 32272, published in the Official Gazette El Peruano, provides that the immediate and necessary actions executed by the Minedu in that framework will be carried out based on their availability of resources and will be financed according to their budgetary.
The new legal framework allows financial transfers to be carried out at the instances of decentralized educational management (such as educational institutions, local educational management units or regional education management) at the national level with the same purpose.
Extended term for degree
The norm also grants a period of seven years to the contracted teachers of private educational institutions of basic education to obtain their pedagogical degree in the corresponding specialty. The supervisions that the Minedu executes in that period will be orientative. The purpose of this provision is to fight against informality in education.
The MINEDU identified that there are numerous careers related to teaching, such as high school graduates, social sciences, history, mathematics, engineering, psychology and others who have specialization studies, but lack professional degree and exercise teaching in private schools.
To this it is added that, during the Covid-19 pandemic, the professionalization and specialization programs were reduced and complicated by the teaching degree processes that are exacerbated for economic reasons. Teachers from private educational institutions serve more than 1 218,000 students in 7092 private educational institutions throughout the country.
The law also establishes that, once the exceptional deadline granted until 2032, all private educational institutions of basic education must have one hundred percent of their teachers hired with pedagogical degree or professional degree.
Bicentennial schools
The Law also authorizes the expansion of the term of the Special Public Investment Project (PEIP) Bicentennial Schools until March 2028, which is in charge of the MINEDU and includes the period of the investment portfolio and the closure of the special project that currently builds 75 Bicentennial Schools in Metropolitan Lima and nine regions of the country.
The financing of the PEIP extension will be addressed with the budgetary resources in charge of the Minedu.
