On September 5, 6 and 7, the Ministry of Economy and Finance (MEF) held the second workshop for the implementation of the Public Policy Laboratory in Peru, which is aimed at generating evidence on the cost-effectiveness of public interventions, through controlled and natural experimental evaluations that allow informed decision making.
The workshop, which was organized by the Directorate of Expenditure Quality of the General Directorate of Public Budget of the Vice Ministry of Finance, was attended by the Development Innovation Lab (DIL) of the University of Chicago, officials and servers of the MEF and other public entities such as the Ministry of Development and Social Inclusion (Midis). the National Programme of Direct Support to the Poorest JUNTOS and the National Institute of Statistics and Informatics (INEI).
As part of the workshop, working groups were held for the design of the first pilot experience of the Laboratory called "Alternative Schemes of Transfers to Early Childhood (TPI) in Urban Areas" whose objective is to evaluate the cost-effectiveness of different schemes of conditional transfers to pregnant women, children from 0 to 12 months of age in urban areas and who belong to households classified as poor or extreme poor in the General Register of Households (PGH) of the Ministry of Development and Social Inclusion (Midis).
Through this first pilot experience, it seeks to evaluate different transfer schemes, in order to improve the fulfillment of co-responsibilities and, in turn, lead to improving the achievement of the expected results: reduction of anemia and child malnutrition. For the implementation of the pilot, the Public Budget Law of 2024 has designated the sum of S / 30 million to serve around 32 thousand households.
In the medium and long term, the goal of the Laboratory is to have high quality information to optimize decision-making, improve efficiency in the use of resources and promote innovation in public policies.
The aforementioned Laboratory stands out as the first laboratory of public innovation and experimental policy worldwide that focuses on measuring the cost-effectiveness of structural public policies. Its unique design includes collaboration between researchers from the Ministry of Economy and Finance (MEF) and highly regarded national and international academics for the incubation, design and implementation of relevant research for policy decision-making.
