Peru Onpe Urges Tender

πŸ“‹ Tender Overview

To participate in the elections of November 17, with the application of the Non-Presential Electronic VoteThe National Office of Electoral Processes (ONPE) urges members of the College of Engineers of Peru (CIP) to update their emails and cell phone numbers, in order to participate in the general elections on November 17, through the application of the Non-Presential Electronic Vote (VENP).

To update data, the CIP has enabled the Data Update Module (MAD), which can be accessed with the following link: https://votoelectronicocip.cip.org.pe/

Data updating is an essential requirement to be able to vote. Anyone who does not update their data will not be able to vote, since the ONPE will not be able to send the credentials (PIN and password) to a valid and updated email, nor will they be able to receive the OTP (One Time Password) that the electoral body will send to the voters cell phone as a security measure to ensure that whoever tries to access the voting module is the voter registered in the registry.

The submission of applications for registration of candidates for the National Council, the Departmental Councils and the Board of Directors of the Chapters, for the period from January 1, 2025 to December 31, 2027, will begin on September 18 and will extend until the 30th of the same month.

Within the framework of the technical assistance service provided by the ONPE to the CIP, information sessions have been scheduled for Fridays in September, the third of which will take place next Friday the 13th, in which the topic related to the importance of updating data and having the electronic National Identity Document will be discussed. In the following sessions, topics related to the security mechanism implemented for the use of the VENP will be discussed, as well as the channels of attention to the members and everything related to the voting simulation.

The ONPE has been implementing the VENP since 2009 in elections for public universities, associations, clubs, unions and, in general, for public and private institutions that request the technical assistance service. Its main benefit is that the voter does not have to go to a polling station to vote, since he or she can do so from anywhere, with a device (smartphone, laptop, tablet or PC) with internet access.

In addition, it is an environmentally friendly method since it eliminates the use of paper for the preparation and reproduction of voting cards, electoral records, voter lists, candidate and results lists, among others.

The VENP counts the votes accurately, safely (encrypted) and quickly, and is also designed with multiple layers of security to protect the integrity and confidentiality of the vote.

The role of the ONPE
The technical assistance of the ONPE is the non-binding specialized advice provided to the electoral committees (the electoral authority) in the planning and organization of the electoral process and the execution of the electoral day. The ONPE does not constitute an authority when it provides technical assistance, which is why it does not have the capacity to resolve complaints. It also does not carry out electoral oversight, supervision, observation or monitoring.
