The National Office of Electoral Processes (ONPE) approved the formation of the Functional Unit of the Innovation Laboratory (ONPE LAB) with the aim of executing activities related to the experimentation and co-creation of technological solutions focused on the attention to users and contribution to the achievement of institutional objectives of the electoral body.
The measure was made official through Resolution No. 000027-2024-SG/ONPE, which provides that the Functional Unit will be located within the Digital Government and Innovation Sub-Management of the Informatics and Electoral Technology Management.
One of the main functions of the Functional Unit will be to manage the innovation strategy through people-centred frameworks, to guide the creative development of innovative initiatives and to manage the development of actions for the exploration of innovative initiatives.
It also promotes the experimentation and proposal of innovative solutions, as well as the design of prototypes validated by the user, so that they can be implemented in the institution.
Another of the functions of the Functional Unit will be to coordinate aspects of the innovation strategy related to the user experience and the co-creation of solutions, as well as the creative development of user experiences in innovative initiatives, among others
In the recitals of the aforementioned Resolution, the electoral body recalled that with Supreme Decree No. 109-2022-PCM, the National Policy for the Modernization of Public Management (PNMGP) to 2030 was approved, which sets out the guidelines for a modern, efficient, transparent and decentralized State, to guarantee a just and inclusive society. Among the objectives of the PNMGP are to strengthen continuous improvement and innovation in public entities and to guarantee an open government that generates trust in public institutions, through communication with the State and citizen participation.
