📋 Tender Overview
Know the general technical criteria to prepare the profiles and technical files to develop investment projects in this type of infrastructure. After the modification of the Organic Law of Regional Governments and the Organic Law of Municipal, through Law No. 32096, these organisms can already invest in artisanal fishery landing (DPA) and aquaculture centers; However, these investments must be consistent with the guidelines of the National Fisheries Development Fund (Fondepes).
In this second note on the guidelines, we will address the general technical criteria to prepare the profiles and technical files to develop investment projects in this type of infrastructure.
Minimum documents required
According to the guidelines, for the formulation of investment projects in artisanal fishery landing and aquaculture centers, two fundamental documents are required: pre -investment studies at a profile level and technical files.
The minimum profiles of the profiles is established in Annex 7 of the General Directive of the National Multiannual Programming System and Investment Management, approved through Directive 001-2019-EF/63.01 of the Ministry of Economy and Finance (MEF). In this document, an executive summary, recommendations, formulation, evaluation, conclusions and annexes of the investment project must be included. Once approved, the profile must be registered in the Investment Bank by the Formulator of the corresponding entity.
As for the technical files, its minimum content is defined in Annex 1 of the Fondepes guidelines. Among the elements that must contain are the Executive Summary, Descriptive Memories of Engineering, Technical Specifications, Metrads and Work Budget, among other technical aspects.
Minimum technical criteria
The guidelines for developing investment projects in aquaculture and artisanal fishing landings establish that these projects must meet the following minimum technical criteria:
Sanitation. The physical-legal sanitation of the property guarantees that the land where the infrastructure will be developed will not present legal problems that can interrupt the execution of the project.
Documents that support the viability of the project. These include the pre -investment study and its executive summary, the document that proves the possession of the property and, if necessary, a contingency plan with the favorable opinion of the regional or local government.
Dimensioning of the investment project. In the case of the DPA, this is determined through a demand study that projects the volume of landing and fishing services in the area of influence, which allows defining the typology of the landing.
In the case of aquaculture centers, the dimensioning is based on a demand report based on data from the aquaculture cadastre. The formulator unit is responsible for ensuring that this process is carried out properly.
Technical assistance
Finally, demand studies of a DPA or an aquaculture center can count on the technical opinion of Fondepes. In addition, regional and local governments have the possibility of requesting technical assistance from this entity during the stages of formulation, evaluation and elaboration of the technical file, through an inter -institutional agreement.
Compliance with these guidelines helps to guarantee the viability and sustainability of investments in fishing and aquaculture infrastructure, and strengthen the development of the sector.
