📋 Tender Overview
The initiative will promote the coordination of public policies aimed at reducing poverty and inequality throughout the country. In an effort to strengthen the fight against poverty and promote effective social inclusion, MIDIS promoted the approval of a new Regulation of the National System of Development and Social Inclusion (SINADIS), which has been published today.
This regulatory framework redefines and modernizes the structure and operation of SINADIS, which is made up of all the ministries and whose leadership is in charge of MIDIS. Thus, in addition to having the Interministerial Commission of Social Affairs (CIAS) as one of its components, from this date the active participation of Regional and Local Governments, the Agency for Targeting and Social Information - OFIS, the National Institute of Statistics and Informatics - INEI, the Comprehensive Health Insurance - SIS and the regional and municipal communities is regulated.
The new regulation seeks to address social challenges from a multidimensional perspective, considering factors such as health, education, employment, housing, among others that, in an articulated and complementary way, can offer comprehensive solutions to the various forms of poverty and exclusion.
It also establishes clear mechanisms for the active participation of the public, private, civil society, academic and international cooperation sectors, and, mainly, valuing the role of the community in solving public problems by consolidating a participatory, collaborative and inclusive approach.
The new SINADIS recognizes and aligns its actions with those public policy instruments that contribute to its implementation, linking with the national targeting system, giving relevance to territorial social agendas, integrated package strategies, among other tools that ensure the efficient and transparent execution of social policy, guaranteeing a comprehensive response adapted to territorial realities.
The update of the regulation not only defines roles and responsibilities for the entities involved, but also introduces innovative mechanisms for the management and supervision of social policies, ensuring that public interventions reach where they are most needed; such as collaboration schemes to close gaps and the recognition in the regulation of the organizational heterogeneity of municipalities and the diversity of territories for the provision of services.
In addition, it recognizes the importance of adapting public social protection services as one of the most important innovations in recent years, approved by Legislative Decree No. 1654 in September of this year. The aim is to ensure that social protection services are prepared to act in emergencies, in order to protect the population and contribute to its resilience.
It should be noted that the regulation contributes to the implementation of the National Development and Social Inclusion Policy, and promotes coordinated work in the face of the challenges of the social context, articulating and promoting the achievement of objectives in favor of the population.
