The Office of the Comptroller General evidenced an economic loss of S/ 2,982,624 against the National University of Huancavelica for the work of "Improvement, expansion and equipment of the laboratories of edaphology, nutrition and animal health and for the improvement of the quality of scientific research" and identified alleged administrative and criminal responsibility in six officials of the entity and the contractor consortium.
The project was executed with a budget of S/ 6,006,019 under the modality of turnkey contractual execution with an execution period of 120 calendar days. It began on May 24, 2018, ended on September 20, 2019 and is in the process of liquidating the balance of the work.
Currently, the more than 300 students of the Professional School of Zootechnics of the Faculty of Engineering Sciences cannot use the laboratories because the infrastructure has been completed, but not the equipment, which harms the development of their laboratory practices.
The Specific Service Report No. 018-2023-2-4163 warns that the inspector, construction supervisors, the University Directorate of Infrastructure, the general directors of Administration and the Head of the Logistics Unit of the university entity, among others responsible, allowed the payment of four valuations that include equipment, materials and reagents of the work that were not acquired or were partially acquired, despite the fact that the execution modality required the supplier to provide the necessary equipment, as well as its respective assembly until commissioning.
Among the goods not acquired are specialized equipment, furniture, materials and reagents in the aforementioned laboratories, such as an incubator for digstability studies, UV spectrophotometer, infrared equipment, equipment for real-time PCR, automation equipment for DNA, RNA and protein extraction, array analyzer, a 4x4 Hilux truck, among others that were corroborated in the inspection visits of the years 2021 and 2022, as well as in the March 2023 verification.
From the review of the workbook, it was observed that there is no record of the entry or delivery of the equipment in the laboratories of Animal Nutrition, Animal Health and Edaphology or of the Hilux truck.
Those responsible for the work did not ensure compliance with the technical, economic and administrative execution of the same, it was valued and paid for equipment that is not in it and the ownership of the National University of Huancavelica is not accredited.
The control report was communicated to the rector of the university so that he can take the corresponding actions, within the framework of his competences and, if necessary, order the initiation of criminal proceedings against the officials involved, the inspector, the supervisor and the consortium.
