Forest zoning (ZF) is a new process in the country that enters into force with the promulgation of the 4 regulations of Law 29763, Forestry and Wildlife LawAnd the approval of the Methodological Guide for Forest Zoning (ZF) approved with RDE N deg 168-2016-Serfor-De (July 2016). Its objective is to map the different types of forest resources to define the best alternatives for sustainable use and is binding on forest management, this means that its results guide the granting of rights according to their potential.

Forest zoning categories
Forest zoning makes a mapping of forest resources and classifies according to their potential and limitations in four main areas:
Permanent production zones (ZPP): Areas for sustainable use of timber and non -timber resources.
Ecological Protection and Conservation Areas (ZPCE): Spaces designed to preserve critical ecosystems and protect biodiversity.
Recovery areas (ZR): territories focused on the restoration of degraded areas.
Special treatment zones (ZTE): lands destined for specific uses, such as the conservation of indigenous peoples and other particular purposes.
These areas include a total of 12 specific categories that allow adapted and sustainable management of forest resources.

Right to use
Each area is suitable for use rights that include:
Concessions: for conservation, ecotourism, forest plantations, timber and non -timber products.
Permits: granted to natural or legal persons for specific sustainable activities.
Authorizations: associated with concrete projects within the assigned areas.
Local forests: spaces that benefit communities through the responsible use of resources.
Cessions in use: Oriented to promote agroforestry systems and the management of residual forests.

The leadership of regional governments
The implementation of forest zoning is led by regional governments (GORE) and involves three fundamental stages:

Preparation:
Declaration of interest through a regional ordinance.
Conformation of a technical committee, composed of institutions such as PCM, Minam, Minagri, Serfor, Sernanp, regional governments, provincial municipalities and representatives of indigenous peoples.
Design of an implementation plan and activities of awareness and strengthening of capacities.

Formulation:
Generation of detailed information on forest resources.
Definition of ZF categories.
Socialization of the proposal with local and regional actors.

Approval:
Technical review by the SERFOR.
Final approval by ministerial resolution issued by the Minam.

Relevance in the forest context
Forest zoning is the main instrument for the management of forest resources and wildlife. It provides valuable and timely information that facilitates better decision making. Its impact on the territory contributes to the well -being of the population, promoting the sustainability of resources and guaranteeing that their management responds to the real condition in which they are. In addition, it ensures essential ecosystem services for life, such as water, soil and climate regulation.

ZF is a qualifying condition for competitive development, by enhancing and diversifying existing uses of forest resources. It also encourages the opening of new markets, both national and international, positioning and making visible the forest sector as a significant taxsence to the internal gross product (GDP).
In sum, the ZF effectively responds to state policies and international commitments assumed by the country to face climate change.
In addition, the ZF constitutes the basis for determining forestry units and granting various rights of sustainable use of forests, such as ecotourism concessions, conservation, assignments in use, among others.
The National Forest and Wildlife Service (SERFOR), through the General Directorate of Information, Management and Forestry and Wildlife Formalization (DGYFFS), provides technical assistance to regional governments at the national level for the implementation of the ZF.
