📋 Tender Overview
The need to establish a regulatory framework that guarantees ethical and sustainable development of technologies, increase investment in technological infrastructure, train human talent, promote education and close connectivity gaps were some of the main conclusions of the "XXVIII Future Forum: Artificial Intelligence, supercomputers and quantum computing", organized by the National Center for Strategic Planning (Ceplan).
This Ceplan initiative addressed topics such as the integration of AI, supercomputing and the potential of quantum computing in the country, in line with the objectives of the National Strategic Development Plan (PEDN) to 2050. During the forum, the opportunities that these technologies offer to solve social and economic problems were highlighted, such as improving health, education and the management of natural resources.
In this framework, the prospective workshop brought together national experts, academics and representatives of the public and private sectors to discuss how these technologies can transform Peruvian society and what measures are necessary for Peru's development by 2050. The importance of fostering synergy between these actors to promote research and development projects in strategic areas was emphasized.
In his presentation, the president of the Ceplan Board of Directors, Giofianni Peirano, highlighted the importance of integrating disruptive technologies in Peru's public planning and management. He pointed out that these tools can make decision-making more efficient and adaptive, which is crucial in a megadiverse country like ours. Peirano reaffirmed Ceplan's commitment to the implementation of the PEDN by 2050, taking advantage of these technologies to achieve sustainable development and improve the quality of life of all Peruvians.
The executive director of INICTEL-UNI, Luis Romero, highlighted the importance of standardizing data and training specialized professionals for efficient management of information. Along the same lines, the representative of the Peruvian Amazon Research Institute (IIAP), Rodolfo Cárdenas, agreed on the need to promote basic and applied research, and to establish platforms to finance projects that solve specific problems in the country.
Then, the president of the Peruvian Association of Software, Technologies and Digital Economy (APESOFT), Enrique Mesones, emphasized that in order to promote digital architecture in Peru, it is necessary to overcome barriers such as poor infrastructure, poor data governance, lack of regulation, and limited access to technology, among others. Likewise, Jaime Gutiérrez, also from APESOFT, added that it is crucial to develop a robust Big Data model and increase the country's energy capacity, as well as an awareness campaign to educate the population about AI.
Next, the Head of Digital Technology at NTT Data Peru & Ecuador, César Campos, stressed the importance of quickly adopting technologies such as AI to be competitive at a global level. Meanwhile, the scientific researcher at the Geophysical Institute of Peru (IGP), Ivonne Montes, highlighted the need to improve the quality and equity of education to achieve sustainable progress. In turn, Corrado Daly, from PUCP, referred to the importance of offering training in artificial intelligence from an early age.
On the other hand, the director of Research and Technological Development of INICTEL-UNI, Joel Telles, highlighted the importance of strengthening the National Open Data platform and standardizing processes in the public sector.
In turn, the director of Numerical Modeling of the Atmosphere of the National Meteorological and Hydrological Service of Peru (Senamhi), Gerardo Jacome, considered it necessary to raise awareness among authorities about the importance of high-performance equipment. In addition, the director of the Office of Information Technology, Giovanna Mata Aedo, stressed the importance of the Government's leadership in the implementation of this technology at the national level.
Next, the coordinator of the Scientific Computing research group at the University of Engineering and Technology (UTEC), José Antonio Fiestas, compared data synchronization in supercomputers with the search for technical consensus. Then, the head of the Department of Digital Technology at TECSUP, Ingrid Ccoyllo, proposed strengthening regulation and creating a public educational platform on AI.
Finally, the representative of the Peruvian Corporation of Airports and Commercial Aviation (CORPAC), Marco Bojorquez, highlighted the importance of including Linux operating systems for servers in the curriculum. Meanwhile, the head of the Oceanographic, Ecosystem and Climate Change Modeling Laboratory of the Peruvian Sea Institute (IMARPE), Jorge Tam, highlighted the need for a national plan for research in AI and quantum computing.
In this way, the participants in the Ceplan forum agreed on the need for an open and constructive dialogue to work together to build a more innovative and competitive country and improve the quality of life of the population.
