Control auditors found cracks, leaks and peeling paint in different environments and laboratories. The Comptroller General recommended that the authorities of the Daniel Alcides Carrion National University adopt the necessary measures to overcome the risks noted in the construction and implementation of agricultural laboratories for research purposes, at the Oxapampa branch office, after technical deficiencies were found in the execution of the project whose investment exceeds S/ 7.5 million.
According to the Control Milestone Report No. 018-2024-OCI/0227-SCC, during the physical inspection of the work, cracks, water leaks, humidity, paint peeling and grouting were noted in different environments and agricultural laboratories. This situation would be due to the poor construction process, lack of an adequate state of conservation and maintenance of the infrastructure.
It was also noted that the deliverable of the reformulation of the technical file of the project was presented outside the contractual term and does not have all the documentation required in the terms of reference, which was not noted by the entity and could cause delays in the completion of the project.
It was also noted that the entity does not keep the status of the progress of the work updated in the Public Works Information System - Infobras, which would affect the real and authentic public information on the current status of the work, affecting the transparency of the entity in the execution of the project.

It is worth mentioning that the work began in September 2013 and was due to be completed in July 2014; however, there were four stoppages during its execution. In October 2023, the entity received the construction of the infrastructure and at the moment the equipment of the project is pending.
