📋 Tender Overview
The Comptroller Generals Office noted construction deficiencies in the execution of the educational service improvement work at the Almirante Miguel Grau Public Technological Higher Education Institute, whose investment exceeds S/ 131 million, for which it requested the prompt adoption of actions by the Regional Public Higher Education Institutes Executive Unit that depends on the Piura Regional Government.
According to the Control Milestone Report No. 18269-2024-CG/GRPI-SCC, during the physical inspection visits, deficiencies were found in some constructions, such as in the bases for machinery, equipment and tool benches that have cracks. These concrete benches are structures designed to support and provide a stable base for the safe performance of precise machining operations. Therefore, their purpose is to absorb the vibrations inherent to this equipment and reduce unwanted oscillations.
The control commission also detected a deformation in the cross section of columns in a section of the toilets on the second level, due to the fact that the formwork had not been installed correctly. The appropriate thickness of the expansion joints was also not being met.
Also, the lack of vertical supports in the railing installed on the second floor was evident, which does not have sufficient structural rigidity. Without the appropriate vertical supports, the crossbeams can become unstable. This, in turn, would cause unwanted movements and even partial collapses of the railing, representing a risk to the safety of people who use the space.
Penalties do not apply
The deficiencies that have not been noticed by the supervision generate a possible adverse consequence for the entity of S/ 20,600 for non-application of penalties, since the contract contemplates this charge for poorly executed contractor work, that is, when the minimum technical requirements, technical specifications or technical file plans are not met.
Another situation noted is that a professional from the key supervision staff works simultaneously on another public work as a resident and three specialist professionals are listed as absent during the execution of the work. This situation puts at risk the technical control and quality of the work carried out, the fulfillment of the supervision contract and the payment for services not provided, which generates a possible adverse consequence for the entity of S/ 10,300 for penalties not applied and S/ 5,883.17 for services not provided.
The Piura Regional Control Management provides support for this important investment through concurrent control. In other reports, 19 adverse situations have been identified, of which 11 still exist. The work must be completed in February 2025.
