The new regulations comprehensively implement Law No. 31797, incorporating a regulatory framework built from a broad participatory process that included work tables, decentralized workshops and spaces for dialogue with communities, public entities, the private sector and other actors linked to Community Tourism.
In this way, it responds to the needs and challenges faced by communities, strengthening their leadership in the tourism management of their territories and consolidating a development model based on sustainability and competitiveness.
More than regulating an activity, the new standard establishes a comprehensive framework to understand Community Tourism with a territorial, intercultural and market approach, where the conservation of cultural and natural heritage, local governance and the active participation of communities constitute the pillars to generate sustainable development and improve the quality of life of the population.
The regulation incorporates the National Community Tourism Strategy as the main instrument to guide the planning, implementation, monitoring and continuous improvement of Community Tourism in the country.
Likewise, it strengthens the National Registry of Community-Based Organizations in Tourism (RNOBC) as an official management instrument, with voluntary registration, which promotes the coordination of community-based organizations with the State and facilitates their access to strengthening, promotion and cooperation mechanisms.
Likewise, the approval of the regulation consolidates the articulation of Community Tourism within the new legal framework of the tourism sector. In accordance with the New General Tourism Law, Law No. 32392, and its regulations, Community Tourism services are part of the countrys tourism service providers, strengthening their recognition and integration within the national tourism system.
In addition, the standard incorporates innovative concepts that strengthen the Peruvian model of Community Tourism. It defines the activities and services of Community Tourism, the community-based management model, the Community Tourism product, the productive units, the entrepreneur and the role of the Community Tourism interpreter, among others.
With the approval of this regulation, Peru strengthens the legal framework of Community Tourism, providing it with planning, management and articulation instruments that will promote its sustainable development and consolidate communities as protagonists of the tourism development of their territories.
