The Office of the Comptroller General of the Republic warned of payments for the incomplete delivery of equipment for the project to build the perimeter fence and laboratory equipment for the Vocational Training School of Agronomic and Industrial Engineering of the Hermilio Valdizán National University, which could generate economic damage.
According to the Concurrent Control Service Report No. 019-2023-OCI/0207-SCC, the project supervisor approved in July of this year the valuation of the equipment for S/ 253,500, but the delivery of machinery and office furniture that are part of the project were not delivered in full.
The control auditors verified that eight pieces of machinery valued at S/ 157,623 are missing, such as a grain planter, motorcycle sprayer, electronic and table scales. In addition, a total of twenty office furniture valued at S/ 7,311 such as desk chairs, shelves and armchairs. Despite this scenario, the entity approved the valuation payment as if the equipment had been delivered in full.
This situation could cause economic damage of S/ 164,934 for valuing equipment that is not installed on the site, in addition to the application of penalties to the contractor and project supervisor for non-compliance with the contract and affectation of the public purpose.
Another fact was that the supervisor chief has been working in parallel on another project that is being executed in the province of Huamalíes. According to the Regulations of the State Procurement Law, the supervisor of the work may not provide services in more than one work at a time as it would affect the technical management of the project.
The total cost of this project exceeds S/ 9.6 million, it began in December 2022 and should have been completed in August 2023, but it has had four extensions of time. Currently, its progress reaches 87% and the entity has not reported a new completion date.
The Comptroller's Office recommended that the head of the entity take the corresponding actions in the face of the evidenced facts. The report is published in the Control Report Finder.
