📋 Tender Overview
The Comptroller General of the Republic showed that servants of the Provincial Municipality of Santa did not precautionary compliance with the contract and the applicable standards in the execution of the work of the pedestrian bridge of the Chimbote terrestrial terminal in 2024; facts that have accelerated the deterioration of the built infrastructure and that affects the accessible route of the ramp for users with disabilities.
The work of the new pedestrian bridge was executed with a budget of S/4 354 122 and replaced the deteriorated metal structure built in 2020. Its strategic location allows the crossing of the Northern Pan -American to hundreds of travelers who use daily the services of the El Chimbador terrestrial terminal.
As detailed in the subsequent ex officio action report No. 007-2025-2-0344, servers of the provincial commune of Santa allowed to execute, receive the work and approve its liquidation; without precautionary compliance with the contractual provisions and technical standards of the National Building Regulations (RNE).
During the inspection visit, fissures were found in the concrete of the steps of the stairs adjacent to the terrestrial terminal and the shopping center that operates in the area, oxide in various areas of the metal railings, reduction of the passable width in a certain area of the parallel ramp, deficiencies in the measures of the height of the railings with respect to the surface, among others.
The edile servers also did not precautionary that the built infrastructure complied with the design characteristics on ramps and stairs established in current regulations, which affects universal accessibility for the displacement and attention of all people, regardless of their functional characteristics or capacities.
Thus, multiple omissions established as minimum design conditions and technical specifications necessary for the operation of the new built infrastructure were verified. Thus, for example, the built ramps violate 8% of the maximum slope allowed by the Technical Standard A.120 Universal Accessibility in RNE buildings.
The subsequent control report, prepared by the Institutional Control Body (OCI) of the Provincial Municipality of Santa, was sent to the Provincial Mayor so that it adopts the actions that correspond to exceeding the facts with indications of irregularity.
