The Comptroller General warned of the delay and unexecuted works of storm sewerage in the work of improving the vehicular and pedestrian traffic service of the main streets of the Virgen de la Candelaria housing association district of Characato province and department of Arequipa. The ex officio guidance report No. 003-2023-OCI0353-SOO also showed a lack of safety elements in the work and absence of personnel offered by the contractor situations that could affect the physical integrity or health of workers and third parties who transit through the vicinity. The District Municipality of Characato signed the contract on June 14 2022 for the execution of the work for an amount of S 1 785 020 and an execution period of 90 calendar days. The works began on July 4 and were to be completed on October 1 2022 according to the technical file. However on October 12 2022 the extension of term No. 1 was approved for 12 calendar days with which the completion of the work was postponed until October 13 2022. However the act of suspension of the execution period was signed from October 13 2022. On November 24 2022 it was restarted and was due to end on December 2 according to the extension of term No. 2 for 8 calendar days approved only on December 15. However during the visit made to the work by the control commission on December 21 2022 in the company of the Urban Development Manager of the entity as well as the supervisor and resident of the work it was noticed that the works were unfinished as stated in the physical inspection record signed that day. In this document it is mentioned that in various streets the pavement is at the level of priming the execution of sidewalks berms signaling is missing. Likewise it is indicated that in several streets only the excavation of trenches for the sewerage had been executed among other aspects that denote that the work had not been completed and presented a considerable delay. The Comptrollers report was notified on January 26 2023 to the district mayor of Characato so that he can adopt the pertinent preventive and corrective actions.
