The Comptroller General warned technical deficiencies in the construction of the infrastructure of the subsidiary of the National University of San Agustin (UNSA) in the district of Samuel Pastor, province of Camana, Arequipa Region, a project that estimates to benefit 6888 young people from this jurisdiction.
In the Control Milestone Report No. 005-2025-OCI/0210-SCC it is indicated that during the inspection carried out on February 12, auditors identified lack of construction joints between murretas and columns of the infrastructure, which could cause the detachment of tarrajeo and specific pressures in case an earthquake occurs.
It is also noted that the windows of the second floor classrooms, when they are open, have contact with the wall, which would prevent their correct positioning to seek a better ventilation of the environments. Likewise, other situations were observed, such as the lack of storm drainage on the stairs and the elevator, wooden doors and sections of hunched drain pipe, which could generate failures in its operation due to these deformations.
The report also reveals that UNSA officials granted suspension of the contractual execution period of the work despite delays attributable to the contractor in the acquisition of the elevator. There were also work executed when the work was suspended and without technical supervision of the resident or supervisor of the work, in addition to 100 % of items that are not fully executed, which could generate payments for works that are not executed.
The work balance contract was signed on June 19, 2024 for an amount of S/ 4 150 000 and the execution period of 120 calendar days, period in which the interventions previously made from the main entrance, two -story blocks with classrooms and administration offices, stairs and elevator is considered to complete.
In the period of evaluation of the report, the amount of execution of the work was S/ 2 881 779 (69 % accumulated), which compared to what is scheduled at that date, must have been S/ 3 597 719 (87 % accumulated), which shows a delay in the work.
The report prepared by the Institutional Control Body (OCI) of the UNSA was communicated to the rector of the Superior House of Studies, with the objective of adopting the corresponding preventive and corrective actions.
