In a joint operation with the National Police to ensure the principle of authority prevails, the Provincial Municipality of Piura (MPP) definitively closed the Plaza Piura Fashion shopping center for operating without any municipal authorization. The entrances to the premises, located on Av. Blas de Atienza of the Market Complex, were walled off with brick and cement to prevent entry to the galleries and the hotel installed in this place.
The action took place this morning with the presence of 25 inspectors from the provincial commune and police officers from the Piura police station and the Special Services Unit (USE). During the intervention, personnel from the Deputy Directorate of Municipal Inspection and Control asked the tenants of the establishment, owned by Caja Piura, for municipal documentation; however, they did not have what was requested. That is, they lacked an operating license and Civil Defense certificate.
The Deputy Manager of Inspection, Abg. Danilo Gallo Ruiz reported that the premises were previously temporarily closed and its doors welded shut because they were carrying out commercial activity. Despite this measure, those in charge of the shopping center ignored the sanction and continued serving the public.
Given this situation and in compliance with municipal regulations, inspection personnel proceeded to sanction the Caja Piura with 1 UIT, that is, S/5,150 soles, pursuant to Municipal Ordinance 125-00-2013. The 8-story building was permanently closed with its doors boarded up because it lacked an operating license. A hotel also operated in this place that also did not have an operating certificate.
At the time of the intervention, some clothing stalls were closed. And others had to be soldiers as part of this municipal measure
The deputy manager of Municipal Inspection and Control, Abg. Danilo Gallo Ruiz reported that neither the premises nor the galleries meet the requirements of Civil Defense for customer service, that is, they did not provide guarantees in the event of an accident or any emergency. In addition, they served citizens informally as they lacked an operating license.
By order of the mayor of Piura, Gabriel Madrid Orue, we are enforcing municipal ordinances in all establishments. These operations will continue with the objective of addressing the prevailing principle of authority, he said.
During the action, the administrators of the Maria Paz hotel refused to intervene and closed all entrances, preventing guests from leaving. During the operation, it was found that some emergency access points were blocking the passage with the presence of construction materials and garbage, which put people in danger in the event of any emergency. Likewise, the members of the order proceeded with the identity control to verify the presence of any requirements.
It should be noted that if those in charge of the property remove the cement blocks and try to reopen it, they will be reported for resisting authority.
