The Comptroller General detected that the Municipal Savings and Credit Bank of Huancayo paid S 590 909 for the development and implementation service of a software that optimizes the recovery process without checking the operability of the service and granting facilities to the provider during the process. In the Specific Control Report No. 007-2022-2-1501 from November 9 2018 to October 31 2021 it was evidenced that representatives of the Department of Contracts and Recoveries of the entity signed the invoices delivered by the contractor despite the fact that the company failed to deliver the service and its commissioning and those responsible for the supervision and control of the project did not give the conformity of the service. Prior to this the bidder did not submit the complete documentation within the deadlines established for the signing of the contract And without due justification collaborators and officials managed and approved the extension of the deadline for formalization in addition to modifying the payment schedule considering January 31 2019 as the start date when it should have been the day after the contract subscription in December 2018. Despite the variations of dates the contractors work team was presented only on February 11 2019 and none of its members was part of the proposed team for which the good pro was awarded. Meanwhile the user area also did not verify whether the new work staff met the profiles and experience required in the terms of reference.For the facts exposed the Comptrollers Office identified alleged criminal and or administrative responsibility in 15 officials and servants of the Municipal Savings and Credit Bank of Huancayo for which the Board of Directors of the entity was notified for the initiation of the corresponding criminal and administrative actions.
