The Office of the Comptroller General of the Republic warned of the delay in the delivery of heavy machinery (backhoes, skid steer loaders, tanker trucks, dump trucks, motor graders and front loaders), acquired by direct contracting before the state of emergency declared by the rains and for the attention of disasters in the region of Tumbes, investment by the Regional Government for an amount of S / 16 million and with an execution period of 60 calendar days.
According to Control Milestone Report No. 029-2023-OCI/5353-SCC, the period for delivery began on May 18 and was due to end on July 16. However, the control commission showed that 37 machines were transported between August 7 and 14, outside the deadline established in the requirement, bases, supplier's offer and contract.
This fact generates the risk of not timely meeting the objectives of the investment or ensures the execution of measures and actions to reduce the very high risk existing in the face of emergencies.
In addition, it was verified that the hoppers (structures that contain the material that is transported) of seven dump trucks do not have any element that shows their technical specifications regarding the load capacity and type of container, which does not allow to verify if the machinery was delivered according to what was requested by the entity and could be paid for goods that do not meet the necessary characteristics to perform the works for which were acquired.
It was also found that seven front skid steer lamps do not have a plate with the characteristics of their structure, load capacity and measurements. These skid steer loaders do not have the "blades or nails" tool for the development of activities in the field, which generates the possibility of an anticipated deterioration in their structure.
The control report was sent to the Regional Governor of Tumbes to adopt the necessary corrective measures and is published in the Control Service Report Finder of the institutional portal www.gob.pe/contraloria for the sake of transparency and access to information.
