the ministry of environment granted the previous environmental authorization (aap) partially to the initiative of morseloy corporation s.a. for the installation of an urban solid waste valorization plant in an area close to the town of villa olmos, in the department of canelones.
the project evaluated by the technicians of the ministry provides for the management of urban solid waste from the department of canelones, estimated at 500 t/day, and a minor fraction of waste of industrial and commercial origin.
in turn, it establishes that in the valuation plant of this waste there will . this will value more than 70% of waste, significantly reducing the amount of material that ends at final disposal.
the resolution establishes that the aap does not include the installation of a sanitary landfill that estimated the disposal of 20% of the total waste received. this decision responds to the technical analysis of the proposal and the concerns raised by the citizens during the evaluation process, prioritizing a model that reduces the burial and increases the valuation of waste, in line with the country's environmental management objectives.
regarding the final disposal of non -valorizable waste, these will continue to be deposited in caΓ±ada grande, a place that remains under the management of the canelones municipality. this provision is part of the open -air landfill agreement signed between the intendencia and the ministry of environment, which establishes a progressive improvement process until its definitive closure.
environment minister robert bouvier stressed that this project represents a specific solution to a historical problem in department management. "the municipality of canelones was included in the process, has expressed us to agree with the technical report of the ministry and has reaffirmed its commitment to the gradual closure of landfills. therefore, if the plant works efficiently, it will significantly reduce the amount of waste that ends up buried in caΓ±ada grande, "said the minister.
the implementation of this initiative responds to a priority established in the national waste management plan, which seeks to reduce burial and strengthen valorization capabilities. "to achieve this, we need to advance in efficient but operationally simple technological models, which allow maximizing the classification and use of resources," bouvier added.
