the ministry of the environment granted partial preliminary environmental authorization (pea) to the initiative of morseloy corporation s.a. for the installation of a solid urban waste recovery plant in an area near the town of villa olmos, in the department of canelones.
the project evaluated by the ministry's technicians provides for the management of solid urban waste in the department of canelones, estimated at 500 t/day, and a smaller fraction of waste of industrial and commercial origin.
in turn, it establishes that the waste recovery plant will have various components with the recovery of recyclable materials, the manufacture of solid waste fuels (srf), the production of biogas, composting of organic fractions and the generation of electrical and thermal energy. this will allow more than 70% of the waste to be recovered, significantly reducing the amount of material that ends up in final disposal.
the resolution establishes that the aap does not include the installation of a sanitary landfill that estimated the disposal of 20% of the total waste received. this decision responds to the technical analysis of the proposal and to the concerns raised by citizens during the evaluation process, prioritizing a model that reduces burial and increases the recovery of waste, in line with the country's environmental management objectives.
regarding the final disposal of non-recoverable waste, these will continue to be deposited in cañada grande, a site that remains under the management of the canelones municipality. this provision is part of the agreement for the closure of open-air landfills signed between the municipality and the ministry of the environment, which establishes a process of progressive improvements until their definitive closure.
the minister of the environment, robert bouvier, stressed that this project represents a concrete solution to a historical problem in the management of waste in the department. "the municipality of canelones was included in the process, has expressed its agreement with the ministry's technical report and has reaffirmed its commitment to the gradual closure of landfills. therefore, if the plant operates efficiently, it will significantly reduce the amount of waste that ends up buried in cañada grande," said the minister.
the implementation of this initiative responds to a priority established in the national waste management plan, which seeks to reduce landfilling and strengthen recovery capacities. "to achieve this, we need to advance in efficient but operationally simple technological models, which allow maximizing the classification and use of resources," added bouvier.
