Panama Signs Memorandum Tender

📄 Tender ID: 531779032 📅 Published: 18 Apr 2026

📋 Tender Overview

The Minister of Foreign Affairs, Javier Martinez-Acha Vasquez, signed this Friday in Paris with the Secretary General of the Organization for Economic Cooperation and Development (OECD), Mathias Cormann, a Memorandum of Understanding (MOU), which represents a recognition of Panamas efforts to align its public policies with the best international practices in key areas such as transparency, governance, financial integrity and sustainable development.

This is not a symbolic act. It is a strategic decision. A declaration of intent. A commitment to transformation, said Minister Martinez-Acha Vasquez, after the signing of the MOU at the OECD world headquarters in Paris.

The head of Panamanian diplomacy recognized Cormanns leadership, at the head of the OECD, because under his leadership that entity has not only established new international standards, it has become a global anchor of trust in times of uncertainty.

Panama comes to the OECD - he added - not as a passive participant, but as a determined partner. A partner ready to align itself with the highest international standards. A partner willing to be measured, evaluated and improved. A partner willing to contribute.

The MOU signed with the OECD establishes a solid and prospective framework for cooperation. It allows technical collaboration at the highest level: Data exchange, comparative policy evaluation, expert missions and evidence-based recommendations.
This action opens the door for Panama to deepen its participation in OECD bodies and allows it to sit at the table where global standards are defined. In essence, it integrates Panama into the architecture of global best practices, said Foreign Minister Martinez-Acha Vasquez.
To reach that moment, Panama has strengthened its fiscal frameworks, reinforced transparency and compliance mechanisms, modernized its institutions and improved the regulatory environment.
This step will improve the investment climate, make the country more competitive and predictable. It will strengthen governance, drive innovation, raise human capital and align the education system with the demands of the global economy.
Panama chooses transparency. Panama chooses predictability. Panama chooses the rule of law. Panama chooses to be responsible, because accountability builds strength, said Minister Martinez-Acha Vasquez.
With this protocol act Panama sends a clear message to the world: We are ready, ready to reform, ready to align and ready to lead by example.
Prior to signing the MOU with the OECD, Foreign Minister Martinez-Acha Vasquez met with Philippe Gautier, general director of MEDEF International, the most important private business network in France.
The purpose of this meeting was to consolidate Panama as a key destination for responsible foreign investment.
With MEDEFs experience in more than 120 countries, Panama seeks to attract high-value projects in infrastructure, technology and sustainability. It also seeks to attract responsible capital and strengthen the countrys position as the most important logistics and commercial hub in the region.
