📋 Tender Overview
The Ministry of Transport (MoT) in cooperation with the Public Service Regulatory Commission (PSRK) and SIA Elektroniskie Sakari has developed Broadband Availability Geographical Information System (PPGIS) - a new digital solution that provides the public, companies and state institutions with detailed and transparent information about the availability of broadband Internet access services throughout Latvia. PPGIS online map and detailed information about broadband internet availability is available at www.platjoslaskarte.lv. The developed solution is an important step in the direction of data-based management. It will provide transparent information on the availability of broadband electronic communications services and a basis for planning a high-quality electronic communications policy, thus promoting the development of digitalization. On the online map, residents will have the opportunity to receive information about internet services available at a specific address, while entrepreneurs will be able to plan infrastructure development and investments more effectively, emphasizes Andulis Zidkovs, State Secretary of the Ministry of Transport. PPGIS was created as a unified data source that collects current and historical data on the availability of fixed and mobile broadband Internet, electronic communication network infrastructure and service quality indicators. The solution was developed to facilitate the availability of data for citizens, as well as to provide an analytical basis for the planning of state policy and support measures in the electronic communications sector. PURK, in accordance with the provisions of the Law on Electronic Communications, regularly collects information provided by electronic communications merchants on broadband Internet availability and network development plans. The public availability of the system allows citizens and companies to receive regularly updated data on Internet availability, while promoting fair competition and improving market transparency. Regular data collection and analysis allows monitoring the availability of services and identifying areas where further development and improvement of the infrastructure is needed, explains the Director of the Electronic Communications and Post Department of PURK Ivars Taunins. PPGIS collects and displays the availability of broadband Internet access service in a fixed electronic communication network up to the building address level, as well as the theoretically calculated availability of broadband Internet access service in a mobile electronic communication network up to the level of 100 x 100 meter grid cells outdoors. The displayed information is based on the maximum download speed information provided by electronic communications merchants. PPGIS has been developed by integrating various data sources and applying modern geospatial data processing methods. It is a technologically intensive solution with high added value for the country and society. explains Rinalds Ritmanis, Head of Development of Radio Frequency Management Systems at SIA Elektroniskie Sakari. The system is designed in accordance with the principle of maximum use of the states open data, thus electronic communications merchants and state institutions are freed from the need to repeatedly provide information that has already been submitted to the state. For residents and entrepreneurs, PPGIS provides a publicly available online map that allows you to check the availability of broadband internet at a specific address, compare fixed and mobile internet coverage, as well as familiarize yourself with the quality parameters of internet services. On the other hand, the Ministry of Transport and PUK use PPGIS to analyze broadband Internet availability and service parameters within their competence, the need for state support measures for infrastructure construction, as well as to collect the analytical materials and statistics necessary for the development of electronic communications development policy. Please note that when mobile operators provide PPGIS data, certain mobile coverage information may not be publicly available during the processing of new information, which may take up to 20 hours depending on the amount of information submitted. The development of PPGIS is based on the requirements of the Law on Electronic Communications. According to Article 9, Part One, Clause 20 of the Law, PUK is obliged to collect data for the geographical survey on the availability of broadband Internet access service and on the infrastructure development plans of broadband electronic communications networks of electronic communications merchants. On the other hand, the first part of Article 13 of the law stipulates that PPGIS is established and maintained in order to provide the Ministry of Transport and PUK with: analytical materials necessary for planning state support measures; statistics necessary for the development of broadband electronic communications development policy; monitoring of geographical availability of broadband, universal service and electronic communication networks.
