📋 Tender Overview

The National Civil Defense Steering Committee has issued a telegram asking localities to prepare forces and means to evacuate people from dangerous areas, ensuring the safety of life and property. The Department of Dyke Management and Natural Disaster Prevention and Control (Ministry of Agriculture and Environment) said that in the face of the complicated developments of natural disasters, the political system from the Central to local levels is urgently implementing early response measures. At 4:00 p.m. on August 22, the center of storm No. 4 occurred in the waters of Quang Ninh - Hai Phong with strong winds of level 8, gusts of level 10. The storm moved very slowly in the East at a speed of 5km/h. Meteorological experts said that the weak navigation environment and lack of clear dominant direction caused the storms trajectory to move slowly, complicatedly and at times almost stand still at sea [26]. It is forecasted that in the near future, the waters of the Gulf of Tonkin (including the island districts of Bach Long Vi, Van Don, Co To, Cat Hai, Hon Dau) and the coastal areas of Quang Ninh and Hai Phong will have strong winds of level 6-7, the area near the center of the storm will be strong at level 8, with gusts. 10. This entire area needs to be wary of dangerous thunderstorms and large waves. Due to the influence of storm circulation No. 4, from 7:00 p.m. on August 21 to 5:00 p.m. on August 22, the Northern region had very heavy rain, commonly from 80 - 150mm. Some stations recording particularly heavy rainfall include: Nam Gon (Son La) 177mm; Mau Son (Lang Son) 290mm; Ky Thuong (Quang Ninh) 233mm; and Cam Dan (Bac Ninh) 210mm. It is forecast that from now until the end of August 24, the Northeast, the south of Phu Tho and Thanh Hoa will continue to have heavy rain from 60 - 120mm, with some places over 200mm. Particularly, Quang Ninh and Hai Phong provinces have particularly heavy rain from 150 - 250mm, locally over 400mm. In the Lang Son and Bac Ninh areas, rain ranges from 100 - 200mm, locally in some places over 300mm. It is forecast that from August 22 - 25, the flood peak upstream of Thuong River, Luc Nam River, Trung River (Lang Son), Bang Giang River (Cao Bang) and Cau River (Thai Nguyen) will reach alert level 2 to alert level 3, with some rivers above alert level 3. At the same time, Ky Cung River in Lang Son has also exceeded alert level 3. alert 2 and continuing to rise rapidly. Floods and landslides have initially caused significant damage in the Northeastern provinces: Regarding housing, 120 houses have been damaged and their roofs blown off; 180 houses were flooded in Lang Son. Regarding agricultural production, a total of 1,065 hectares of crops were flooded and damaged (of which Lang Son was affected 560 hectares; Bac Ninh 455 hectares; Quang Ninh 50 hectares). Regarding traffic infrastructure: Recorded 290 landslides and flooding causing traffic jams in Lang Son. Local flooding also occurred at some points on provincial road 326, Van Don special zone and Bai Chay ward in Quang Ninh province. In Bac Ninh, roads leading to 6 villages in Bien Dong commune were deeply flooded, causing traffic paralysis. Currently, the authorities are trying to handle landslides, and floodwaters are starting to recede. Regarding waterway safety, no damage to boats has been recorded because 4 provinces of Quang Ninh, Hai Phong, Hung Yen and Ninh Binh have actively banned the sea. All fishing vessels in Hai Phong moved into safe storm shelter positions before the storm made landfall. To ensure the absolute safety of peoples lives, localities evacuated a total of 161 households in areas at risk of deep flooding and landslides (Lang Son evacuated 40 households, Thanh Hoa evacuated 121 households). The shock force was deployed to thoroughly review areas along rivers and streams and low-lying areas at risk of flooding to proactively relocate residents. The Department of Dyke Management and Natural Disaster Prevention and Control sent two working groups to closely coordinate with Quang Ninh and Bac Ninh provinces to provide practical direction at the scene.
