Norway Become World Tender

πŸ“„ Tender ID: 509011665 πŸ“… Published: 04 Oct 2024

πŸ“‹ Tender Overview

Norway has all the prerequisites to become the world's most digitized country. Now comes the change of pace in the digitization of Norway. That means a simpler and safer everyday life for people, a more competitive business life and a more modern public sector, says Prime Minister Jonas Gahr StΓΈre (Ap).

The government is today putting forward a new national digitization strategy , which sets clear goals for the digital Norway of the future.

With the digitization strategy, we are setting the pace for a major and important restructuring of Norway. Citizens will have access to simpler and more connected public services. Business and public agencies will get a common infrastructure to use artificial intelligence and access to large amounts of data that they currently do not have. And then we want to protect children and young people from passive screen use and make demands on tech companies that today have too much power, says Minister for Digitalization and Administration Karianne Tung (Ap).

The strategy includes measures for the modernization of the public sector, business development, skills, combating crime, digital infrastructure, green and digital transition, inclusion and screen use for children and young people.

Digitization will be an important tool in meeting the major tasks of our time. In the coming years, we will have more elderly people, fewer people of working age, while at the same time the tasks will become bigger. We will restructure the energy system, achieve the climate targets and give business more legs to stand on. Everything is happening at a time of a global technological race, where the security policy situation places new demands on national control over important infrastructure and the digital threats are getting bigger, says StΓΈre.

The strategy's most important measures:
A simpler and safer everyday life: Everyone in Norway will be offered high-speed broadband with at least 1 Gbit/s download speed and better mobile coverage, offers for digital wallets and electronic ID and offers to develop basic digital skills. We will strengthen privacy and people's resistance to disinformation.

More modern public services: The entire public sector must be digitized to offer faster case processing, to create better digital services and to free up time and resources for the most important tasks. We must have a long-term prioritization of digitization initiatives in the state to ensure that digitization takes place in the areas with the greatest need and which provide the greatest benefit for society.

Creating value with data and AI: We will build a national infrastructure for artificial intelligence that can be used for research, business development and a more modern public sector. We will promote a new law on data sharing and give public and private enterprises access to data from the public sector for innovation and value creation. We will create strong synergies between Norwegian and European digitization policy. The government will work to ensure that the AI ??regulation is implemented in Norwegian law as quickly as possible.

Tools in our time of change: Competence must continue to be Norway's foremost competitive advantage. Therefore, we must build stronger digital competence in order to succeed in the green and digital transition, right from primary school through higher education to further and further education. We will strengthen the competitiveness of business through innovative use and sharing of data, AI and new technologies such as 5G. Digitization must be the driving force for changes and for creating new businesses and new companies. Start-up companies must have good framework conditions.

Safe digital upbringing: We must ensure that everyone gets the opportunity to participate in the digital society, and protect citizens from digital threats and attacks. Children and young people must learn to use technology in a responsible way and screen use must become more conscious, both in education and in their free time. We shall have stricter regulation of marketing aimed at children and young people, and we shall set requirements for large tech companies where they have too much power.

The government will begin implementing the strategy immediately. In the future, the government will, among other things, put forward proposals for a new data sharing act, assess an age limit for the use of social media and introduce the European artificial intelligence regulations into Norwegian law.
