π Tender Overview
ECWβs multi-year programmes are implemented through a Lead Grantee approach in collaboration with implementing partners to maximise the effectiveness of joint programming and meet localisation commitments. The composition of consortia varies depending on the context, but the process is the same for all. When a Multi-Year Resilience Programme (PPR) consortium is to be established, the process is a two-step process.
Step 1 - Selection of the Principal Grantee of ECW Funding
From 2024, all Multi-Year Programmes will be managed by a single Grantee who will receive and manage the entire multi-year programme allocation. This is a change from previous approaches, where ECW allowed countries to select multiple Grantees.
Grantee selection is largely independent of the development of the programmatic content of the multi-annual programme and can therefore run in parallel and be launched immediately after the ECW scoping mission. Grantee selection criteria are defined by ECW and are standard, to ensure a consistent approach across countries. The criteria and the evaluation grid for applications are provided in Annex A.
To select the Grantee, the Ministry of Education and the Education in Emergency - EiE coordinating entity (Cluster, Education in Emergencies Working Group, Refugee Working Group, etc.) first establish an independent Grantee Selection Committee through an open call for expressions of interest. The members of this committee must have no conflict of interest with potential applicants, nor any direct interest in the management or receipt of funds. It is up to each country to select the members of this committee. This committee includes representatives of the following entities with 1 vote for each entity.
1. The government - who will chair the committee
2. Two strategic ECW donors in the country
3. The country's United Nations agency responsible for the coordination of humanitarian affairs
4. The Lead Agency of the Gender-Based Violence Area of ??Responsibility (GBV AoR)
