Prime Minister Le Minh Hung has just signed Decision No. 825/QD-TTg dated May 11, 2026 on the appointment and concurrent position of Chairman of the Social Insurance Management Council. Download Mr. Ngo Van Tuan concurrently holds the position of Chairman of the Social Insurance Management Council. Specifically, the Prime Minister appointed Mr. Ngo Van Tuan, Member of the Party Central Committee, Minister of Finance and concurrently holds the position of Chairman of the Social Insurance Management Council, replacing Mr. Nguyen Van Thang, former Minister of Finance who has undertaken other tasks. The decision takes effect from May 11, 2026.* According to Decree No. 197/2025/ND-CP dated July 7, 2025, the Social Insurance Management Council is organized at the national level, responsible for helping the Government and the Prime Minister direct and supervise the activities of social insurance agencies and advise on social insurance, unemployment insurance, and health insurance policies. The Management Council has the following tasks, powers and responsibilities: 1- Approve the following contents: Social insurance industry development strategy Association, long-term, 05-year plans on implementing policies and laws on social insurance, unemployment insurance, health insurance, and long-term investment strategies before the social insurance agency submits them to competent authorities for approval. Annual plans on implementing policies and laws on social insurance, unemployment insurance, and health insurance. Annual reports on the implementation of policies and laws on social insurance, unemployment insurance, and health insurance; management and use of social insurance funds, unemployment insurance funds, and health insurance funds before the social insurance agency submits them to competent authorities. Annual estimates of revenue and expenditure of social insurance funds, unemployment insurance funds, and health insurance funds; spending levels on organization and activities of social insurance, unemployment insurance, and health insurance; Final settlement report on expenses for organization and social insurance activities before the social insurance agency submits it to the competent authority. Projects and plans to preserve and grow social insurance funds, unemployment insurance funds, and health insurance funds.2- Decide and be responsible to the Government for the investment portfolio, investment structure, and specific investment methods of social insurance funds, unemployment insurance funds, and health insurance funds based on the request of the social insurance agency.3- Supervise and inspect the implementation of the social insurance agency on the following strategies, plans, and projects when approved. 4- Recommend competent state agencies to develop, amend and supplement policies and laws on social insurance, unemployment insurance, health insurance, social insurance development strategy, consolidate the organizational system of social insurance agencies, management mechanism and use of social insurance fund, unemployment insurance fund, health insurance fund.5- Annually, report to the Government and Prime Minister on the results of operations and the implementation of tasks. Duties and powers according to the provisions of the Law on Social Insurance and this Decree. 6- Perform other tasks and powers assigned by the Government and the Prime Minister.
