πŸ“‹ Tender Overview

Russian Cyber Operations In Ukraine In 2022-2025. Individual Attacks Have Grown Into A Consistent Coordinated Part Of The Wider War On Ukraine. This Is Revealed By A New Study By A Team Of International Experts. The Investigation Was Conducted By The Regional Cyber Defense Center (Rkgc) Led By The National Cyber Security Center Under The Ministry Of National Defense (Nksc). It Involves Cybersecurity Experts From The Czech Republic, Usa, Poland, Ukraine And Sacartwell. We See Evolution From 2022 Uncoordinated Attacks To 2025 Permanent, Centrally Controlled Campaigns, With Groups Sharing Infrastructure And Overall Planning. The Targets Have Expanded From Authorities To Civilian Infrastructure - Hospitals, Energy, Logistics. Vice -Minister Tomas Godliauskas. The Studio Reveals That Russian Offensive Capabilities Have Evolved Into Permanent, Hostilities Combined And Politically Motivated Campaigns. Attacks Take Place Without Interruption, Constantly Changing And Adapting To Retaliation. 2022 When Russia Began The Second Wide -Scale Attack On Ukraine, Cyber Attacks Were Uncoordinated. They Were Carried Out By Individual State -Sponsored Groups, And These Attacks Were Single And Short -Lived. During This Period, Deceptive Letters, Hard -To -Detect Viruses And Data Destroying Programs Were Dominated By The Individual Critical Sectors - Energy, Telecommunications Or State Institutions. 2025 The Situation Changed Significantly As RussiaS Cyber Capabilities Became Permanent, Coordinated And Controlled Centrally. Now, Different Groups Of Cyber Warfare Are Shared By The Same Infrastructure, Tools And Overall Attacks. They Use Cyber Space As Another Battlefield Of War With Ukraine. Analyzing 2025 The Attacks Have Shown That Individual Scientific Groups Began To Join Alliances United By Common Ideological, Such As Extreme Pro-Russian Views. Hactivists Are Hackers Who Carry Out Cyber Attacks With Ideological Or Political Motives. Such Alliances Allow More Purposeful Attack Of Specific States At The National Level. By Publicly Declaring Their Achievements, The Hactivists Seek To Make As Much Noise As Possible. This Is Used By The Apt Groups That Make This Information Noise A Strategically Useful Shelter. Apt () Are Professional, Mostly State -Sponsored Cyber Groups That Carry Out Long -Term And Complex Attacks. While The Public Focuses On The Hackers Loudly Publicized Incidents, A Professional Cyber Group Is Quietly And Coordinated In The Shade. Groups Are Increasing The Extent Of Their Damage By Distributing Their Own Harmful Tools And Software In Communication Channels Such As Telegram. This Is How The Mass Attacks Can Be Attended Even By Those Who Do Not Have The Necessary Technical Knowledge. 2025 Not Only The Change In The Consolidation Of Forces Is Noticeable, But Also The Increased Number Of Cyber -Attack Targets. If 2022 Russia Was Mainly Attacked By The Ukrainian Authorities And The Army, Which Was 2025. Civil Infrastructure - Logistics Supply Chain, Energy Sector, Hospital And Other Health Care Institutions - Became Targets. Things Or Sensors That Have Poor Security Measures Are Increasingly Attacked And Connected To The Internet. They Can Be Used For Bottles (Infected Computer Networks Controlled Remotely), Espionage Or Becoming Access Points Into Sensitive Systems. 2025 The Intensity Of Hybrid Attacks Also Intensified. Single Attacks On Websites Were Transformed Into Consistent Hacking And Data Drain Operations. The State Documents Or Correspondence Stolen During Them Are Subsequently Published By Strategically Selected By The Reconciliation Of Disinformation Campaigns. Such Psychological Operations Have Become An Integral Part Of The Russian Hybrid War. The Rkgc Study Confirms That In 2025 Russian Offensive Cyber Capabilities Have Expanded And Attacks Are On A Coordinated Manner And Are Constantly Improving To Adapt To UkraineS Retaliation. The Regional Cyber Defense Center (Rkgc) Is An Initiative Of International Cooperation Developed By The Lithuanian National Cyber Security Center Under The Ministry Of National Defense. Cyber Security Experts From The Czech Republic, The United States, Poland, Ukraine And Sacartwell Are Involved In The Principle Of Rotation.
