📋 Tender Overview
The temporary ban on the export of fuels, including petrol, will be in effect from 1 August 2026 to 31 January 2027. The government says it has introduced a new temporary ban on the export of petrol, diesel, marine fuel and gas oils. The decision was made in order to maintain a stable situation in the domestic fuel market.
According to the signed decree, a temporary ban on fuel exports will be in effect from August 1, 2026 to January 31, 2027. At the same time, from September 1, restrictions will not apply to diesel and marine fuel, as well as gas oils exported from Russian territory by direct producers. In addition, the export of fuel is permitted within the framework of international intergovernmental agreements and for the provision of humanitarian assistance to foreign countries based on government decisions. The ban also will not affect fuel exported by individuals for personal use (Resolution No. 954 of July 30, 2026).
A resolution was also signed aimed at providing agricultural producers with motor fuel in the required volumes. For this purpose, a temporary procedure has been approved, which will be in force until November 1 when concluding agreements between the Ministry of Energy, the Ministry of Agriculture, regional authorities and oil companies on the supply of motor gasoline and diesel for the needs of agricultural producers. With the help of such agreements, agricultural enterprises will be provided with regular supplies of fuel, which is especially important during the period of seasonal field work (Resolution No. 953 of July 30, 2026).
Another resolution is aimed at ensuring a stable supply of motor fuel to state and municipal institutions. In particular, special rules for determining prices for government purchases of motor fuel have been suspended until the end of 2026. This will allow such purchases to be carried out in accordance with the general rules provided for in the federal law on public procurement, and to prevent disruption of procurement procedures and subsequent deliveries in the face of fluctuations in stock exchange quotations.
