📋 Tender Overview
Too often motorists moped riders truck and bus drivers cross a railway crossing when the red flashing lights flash and the barriers close. In order to put a stop to these kinds of life-threatening actions ProRail has started preparations in collaboration with the Public Prosecution Service to install speed cameras at railway crossings. Road users who do not comply with the traffic rules here can always expect a fine.50 percent fewer red light passagesProRail in collaboration with the Public Prosecution Service and the municipality of Hilversum has carried out a test with a similar camera on two level crossings since 2018. After a considerable amount of fines in the initial phase road users increasingly adhered to the traffic rules. As a result in 2020 there were no less than 50 percent fewer red light passages and safety on these two level crossings was greatly improved.39 level crossings in 22 municipalitiesProRail wants to start rolling out the cameras in 22 municipalities with level crossings where traffic rules are relatively often violated by crossing traffic and there is a greater risk of near collisions. The Ministry of Infrastructure and Water Management has made a budget available for this. Preparations for the tender for the project have already started.Good cooperation with the municipalities is essential as the enforcement cameras must be placed at a certain distance from the level crossing so that there is a good view of the registration plates of offenders. That land usually does not belong to ProRail. Municipalities also still have to approve this method of enforcement. ProRail has informed the municipalities concerned of the plans so that discussions can be started. If all goes well the first camera can be installed in the first half of 2022.finesFor motorists motorcyclists and trucks the fine is 250 euros. Mopeds and mopeds can count on a penalty of 170 euros in case of violation. There is no such thing as a traditional flash camera. This camera system analyzes the images and stores the images in the event of a possible violation. The camera images are then viewed by our special investigating officers. If a license plate is displayed in the event of a violation the driver will be sent a ticket. Pedestrians and cyclists who commit a violation are of course more difficult to trace for which our BOAs regularly check recognizable and unrecognizable on location.Secure level crossings are also dangerousIn recent years unguarded level crossings or as we call it in railway terms Not Active Secure Level Level crossings NABO have been in the news in recent years. Many people wonder why ProRail does not protect these level crossings with barriers and bells. ProRail is not in favor of this and we therefore prefer to remove the level crossings because the secured level crossings are also a source of incidents. Especially when road users do not obey the traffic rules. ProRail hopes to reduce these incidents by installing the cameras.Level crossing improvement programThe application of the speed cameras is the result of the National Improvement Program for Considerations LVO. This program was started in 2014 by the Ministry of Infrastructure and Water Management and ProRail is carrying it out on behalf of the Ministry. The aim of the LVO is to improve the flow and safety on and around level crossings.
