Netherlands Evaluation Brabant Tender

Livestock farmers in the province of Noord-Brabant have to earn room for development if they want to expand. The assessment for expansion takes place via the BZV web application. This instrument is evaluated every 4 years by an independent agency. The current evaluation has just been completed.These are the main conclusions from the reportThe project partners differ with regard to the contribution of the BOD to the goals as set out in the Implementation Agenda Brabantse Agrofood. For example there are partners who would like the BOD to be continued others argue that the BOD no longer has added value because legislation and regulations have been tightened in recent years.To date less than 20 of companies have submitted a BOD application. This does concern a larger share of the Brabant livestock because the company size of BOD applications is clearly larger than the average in North Brabant. Opinions on the desired set-up of the BOD also differ among the partners.The web application is positively appreciated by municipalities and advisors. The application also aims to be transparent to the environment. However the application is rarely used by citizens.It is currently impossible to objectively assess what added value the BOD could have in the future. This requires among other things more insight into the position that the BZV can take within the legislation when the new Environment and Planning Act comes into effect. In addition the question is how the various certificates have developed and whether this sufficiently covers the desired themes.The BZV offers sufficient opportunities for system innovations. However little or no use is made of this. It seems that the parties are insufficiently aware of the possibilities offered by the BZV in this regard.Additional researchIn the coming period further research will be conducted in consultation with the partners of the BOD ZLTO BMF animal protection GGD environmental services and municipalities in order to arrive at a careful assessment of the future of the BOD. An integrated investigation will be started including an inventory of legislation and regulations. The scope of the BOD and how transparency can be increased is being examined. Separate attention for enforcement of the BOD is also requested from municipalities and environmental services.
