The Netherlands Authority for Consumers and Markets ACM issued its recommendations regarding access of other postal operators to the postal delivery network of a merged PostNL and Sandd. ACM issued these recommendations at the request of Mona Keijzer State Secretary for Economic Affairs and Climate Policy.Ms. Keijzer made this request as part of PostNLs license application regarding the acquisition of Sandd. The Dutch Ministry of Economic Affairs and Climate Policy EZK granted this license on the basis of reasons of general interest. ACMs recommendations have been included in EZKs decision.EZKs requestEZK asked ACM for recommendations about the effect that this acquisition would have on the access of other postal operators to the postal delivery network of a merged PostNL and Sandd. ACM advised EZK about what access PostNL should offer in order to ensure that the other postal operators which have a combined market share of 7 can continue to exist. ACMs recommendations do not concern any conditions that take away the acquisitions negative effects that ACM had identified.
