Authorized by the Prime Minister, presenting the Proposal on the Law on Urban Development project, Minister of Justice Hoang Thanh Tung said that the Law project was built to create a stable, breakthrough, and feasible legal corridor to promote the development of Ho Chi Minh City, other cities and special economic zones. According to the Minister, the Law project was developed. built on the viewpoint of closely following and fully institutionalizing the Partys policies and guidelines, especially Resolution No. 66-NQ/TW on innovating the work of law formulation and enforcement to meet the requirements of national development in the new era, Resolution No. 09-NQ/TW and related strategic resolutions. The construction of the Law project strictly complies with the order and procedures as prescribed by the Law on Promulgation of Legal Documents, ensuring progress, quality and efficiency. and feasibility; At the same time, ensure consistency between the development requirements of special urban areas, Ho Chi Minh City, and other cities with the state management requirements of relevant ministries, branches, central agencies and localities. The draft Law also selectively references international experience, suitable to Vietnams conditions and characteristics in promoting urban development. The draft Law presented to the National Assembly at this session includes 5 chapters, 65 articles, designed according to three groups of mechanisms and policies.
