📄 Tender ID: 529514159 📅 Published: 27 Feb 2026

📋 Tender Overview

Fixed internet access reached 4.38 million connections at the end of 2025, due to the unstoppable advance of fiber optics, which already represents 82.47% of total connections. In terms of market share, Claro surpassed Movistar for the first time and is the new leader in the fixed internet segment; however, Wow and Win experienced the greatest growth.
The penetration of fixed internet in Peruvian homes maintains an upward trajectory, consolidating itself as an essential service for productivity, information and entertainment. Thus, at the end of 2025, the number of connections of this service reached 4.38 million, nationwide, exceeding by 9.15% that registered the previous year (4.01 million), reported the Supervisory Body for Private Investment in Telecommunications (OSIPTEL).

According to the information published in the PUNKU digital tool (https://punku.osiptel.gob.pe/), at the end of 2025, contracts in the residential internet segment, dedicated to the home, reached 4,160,519 connections, for a share of 95.09% of the reported total (4.38 million). Meanwhile, the commercial internet segment, contracted and used by companies, totaled 214,856 connections (4.91% of total connections).

WOW AND WIN EXPERIENCE THE GREATEST GROWTH

As of December 2025, Movistar continues to lose fixed internet connections and in the last year these were reduced by 163,629. Meanwhile, other companies with more aggressive commercial strategies, mainly Wow (+192,925), Win (+156,695) and Claro (+72,352), have conquered important market segments.

NEW MARKET LEADER

In terms of market share, Claro achieved 24.50% of the market share, surpassing for the first time Movistar, which took 24.34% of it. In third and fourth place were Wow (18.50%) and Win (17.49%), whose shares grew by 3.12 and 2.31 percentage points compared to December 2024, respectively.

THE NUMBER OF FIXED INTERNET CONNECTIONS GROWS IN ALL REGIONS

The analysis by geographic area revealed that, at the end of 2025, connections in Lima and Callao increased by 4.33% compared to 2024. However, the greatest percentage growth in connections took place in the regions that, together, achieved an advance of 15.02%. In this way, they concentrate 47.47% of the national market with 2.08 million connections. This dynamism is also explained by the creation of regional and local companies, as well as by the strategies with which they have been challenging the large operators in the fixed internet market.

Although all regions reported an increase in the number of connections, the greatest percentage progress was observed in Madre de Dios (34.01%), Ucayali (33.92%), Tumbes (31.29%), Amazonas (28.92%) and Loreto (26.13%).

MORE THAN 3.6 MILLION FIBER OPTICAL CONNECTIONS

At the end of 2025, the number of fiber optic internet connections exceeded 3.6 million, which meant an increase of 20.86% compared to the end of 2024 (2.99 million). In this way, fiber optics is consolidated as the most used medium for the provision of fixed internet service, representing 82.47% of the total market, above other technologies such as cable modem (14.37%).

MOVISTAR AND WOW LEAD FIBER OPTIC MARKET SHARE

Despite maintaining leadership in the fixed fiber optic internet market, Movistar (24.25%) fell 5.34 percentage points compared to the end of 2024. Next, Wow is located with 22.43% of the market, 1.78 percentage points more than the same period of the previous year, surpassing Win, which is in third place (21.17%). Next are Claro (16.67%), MiFibra (5.05%), Grupo Fiber (2.16%) and other companies (8.27%).

MORE THAN 94.31% OF CONNECTIONS HAVE CONTRACTED SPEEDS ABOVE 100 MBPS

The provision of fixed internet service through fiber optics has allowed users to contract increasingly higher speeds. At the end of 2025, connections with download speeds equal to or greater than 100 Mbps constituted more than 94% of the total. In addition, contracted download speeds greater than or equal to 1000 Mbps represented more than 12% of the total.

The information in this report corresponds to the analysis prepared by the Directorate of Regulatory Policies and Competition (DPRC) of the regulatory entity, based on the information reported by the operating companies within the framework of the Periodic Information Requirements Standard (NRIP).
