π Tender Overview
More than 90 out of 108 multi-level boarding schools in border communes are expected to be handed over before August 30, of which many projects have entered the final stage of completion. However, in four localities, some schools are still behind schedule due to problems with terrain, geology and implementation conditions, posing the need to both speed up construction and ensure safety in time to welcome students in the new school year. An Giang reached the finish line, many schools were close to the completion mark. According to a report from the Ministry of Education and Training, phase 1 deployed 108 inter-level boarding schools in 19 provinces and cities, including 99 schools using the central budget. and 9 schools use other funding sources. The data was compiled until August 16. Of the 99 schools using the central budget, 28 schools have achieved 91% or more of the load. Notably, all three schools of An Giang, including Khanh An, Vinh Gia and Giang Thanh, have completed 100% of their work. This is the locality where the report confirmed that all schools implemented in phase 1 have been completed. Many other projects have also entered the final stage of completion. Buon Don schools, Dak Lak province; Pa Tan, Lai Chau province and Thanh Nua, Dien Bien province both reached 99% volume. Among them, Pa Tan carried out the handover. Phong Tho Primary and Secondary Boarding School, Lai Chau province reached 98%. In the group that does not use the central budget, Si Pa Phin Primary - Secondary Boarding School for Ethnic Minorities, Dien Bien province has been completed and handed over from January 31, 2026. According to the plan, in the last days of August, the handover progress will increase rapidly. The Ministry of Education and Training expects more than 30 schools to complete equipment installation for handover on August 25 and over 60 other schools to hand over before August 30. However, while many projects are very close to the finish line, some localities still have to race against time to ensure conditions to welcome students in the new school year. Download Many schools have entered the final stage of completion. 4 localities are still behind schedule. Talking to the Government Electronic Newspaper, Mr. Pham Van Sinh, Deputy Director of the Department of Planning - Finance, Ministry of Education and Training, said that there are currently 4 localities still behind progress, including Quang Ninh, Cao Bang, Lai Chau and Nghe An. Among these, Quang Ninh has its own characteristics. The province has 6 schools but arranges its own local budget, does not use the central budget and does not apply a special mechanism according to Resolution No. 298/NQ-CP of the Government, so the preparation and implementation work is slower than other localities. The report of the Ministry of Education and Training as of August 16 shows that 4/6 schools in Quang Ninh are still at 70% or less; Dong Tam Primary and Secondary Boarding School only reached 35%, which is the lowest level specifically stated in the report. For Cao Bang, Lai Chau and Nghe An, Mr. Pham Van Sinh said some projects encountered difficulties due to complex terrain and geology. During the construction process, there were places where landslides occurred, which had to be treated and re-constructed, affecting the progress. Data as of August 16 showed that in the group of schools using the Central budget, there were 7 schools with progress of 70% or less, including 4 schools in Cao Bang, 1 school in Lai Chau and 2 schools in Nghe An. Of which, Dao San Primary and Secondary Boarding School, Lai Chau province reached 59%; Nhon Mai Primary and Secondary Boarding School, Nghe An province reached 60%. Download Localities are mobilizing maximum resources, overtime, and overtime to meet the August 30 mark. According to Mr. Sinh, localities are still mobilizing maximum human resources, machinery, and organizing overtime and overtime to basically complete the project items and be eligible to send students to school by August 30. Additional items such as playgrounds, training grounds, multi-purpose gymnasiums, and swimming pools can continue to be completed later. Particularly, one school in Lai Chau, the locality reported, may be about a month late compared to the August 30 mark due to unstable geological conditions. The Ministry of Education and Training also determined that, for schools with progress below 90%, some places may not have completed all project items synchronously. Localities are prioritizing the completion of classrooms, principals, boarding areas and cafeterias to ensure learning and living conditions for students right from the beginning of the school year. Mr. Pham Van Sinh noted that in cases where a school has been put into use but some items continue to be constructed, safety requirements must be given top priority. The Ministry of Education and Training has requested to separate construction areas, organize complete construction in each area, and not let students enter the construction site. According to Mr. Sinh, after about 13 months since the policy of investing in building schools for border communes, the amount of work deployed by localities is huge. Each school has 10-12 items, while the construction must both ensure progress and meet quality, aesthetic and safety requirements. Therefore, the immediate goal is that the works must be qualified to send students to school in the new school year; Items that are not really urgent will continue to be completed but must ensure absolute safety during school operations.
