The Ministry of Finance held a presentation of the software solution for the tax administration reform RARP project i.e. the concept of developing a new tax information system IRMS which will be implemented by the OWL consortium for the needs of the Revenue and Customs Administration with the institutional support of the Ministry of Finance and World Bank financing.On this occasion Minister Aleksandar Damjanovic said that this is the most important reform project in Montenegro which will have the effects of improving all processes of work within the tax sector and consequently the expansion of tax records more adequate control of compliance with tax obligations the fight against the gray economy and finally a significant inflow of funds into the state budget from a zone that has not been systematically recognized or introduced into legal flows until now. The project as the Minister added after years of delay caused by both objective circumstances and institutional inertia was relaunched and accelerated at the initiative of the ministry of finance and revenue and customs administration team which with the World Bank extended the deadline for implementation and created conditions for successful continuation and realization of the project.Director of the Revenue and Customs Administration Vladimir Bulaji said that the dynamics of the project will be accelerated in accordance with the capacities available to the management with an emphasis on creating sustainable foundations for later phases of the project which will comprehensively recognize digitalization and process automation.Representatives of OWL consortium which has rich experience in this field and which consists of OSA computer engineering d.o.o. Belgrade wedoIT solutions GmBH Vienna and Lanaco Banja Luka said that only the software solution is highly parameterized and highly adaptable which means that it allows modifications in accordance with the specifics of the system that will be managed by the Revenue and Customs Administration and that the design of the final concept will be preceded by a comprehensive analysis of business processes. As stated at this stage the priority is the identification of the starting bases for implementation through the establishment of an adequate regulatory framework i.e. adaptation to bylaws.Project Manager Igor Draga said that the deadline set by the World Bank for implementation of 28 months is short but that the commitment of all parties involved and timely execution of tasks will result in the establishment of a system that will increase the effectiveness of revenue collection make it easier for taxpayers to fulfill obligations and increase the efficiency of administration in order to collect higher revenues with less burden on taxpayers. As a reminder the development of the software solution is the third phase of the Tax Administration Reform project which was formally started in 2018.Todays presentation in addition to the team of the Ministry of Finance and revenue and customs administration and project managers was attended by representatives of the members of the OWL consortium eljko Tomi Boris Damjanovi Vojislav Opai Nemanja Dragovi and Neboja Nini.
