Rosstat will be able to use anonymized information about flights, routes, travel dates and the number of passengers to calculate the cost of air and train tickets. The Ministry of Transport also clarified the list of data to be transferred to the system. The Ministry of Transport does not plan to change the current procedure for storing and processing passenger data. At the same time, the department proposes to provide Rosstat with access to anonymized travel information to calculate the cost of air and train tickets, the ministry told TASS.
Data on trips, as explained in the Ministry of Transport, have been stored in the unified state information system for transport security since 2013. The new order does not change the procedure for their storage, processing and disposal.
The department noted that Rosstat will be able to receive information about flights, routes, travel dates and the number of passengers, but without names, document numbers and other personal data.
Implementation of the provisions of the order will help to increase the objectivity of monthly monitoring of tariff dynamics and, at the same time, more accurately reflect the transport component in the structure of consumer spending, explained the Ministry of Transport.
The draft also clarifies the list of data that carriers are required to transfer to the system and regulates the transfer of information about passenger transportation on order, which for a long time has been a gray area, the ministry added.
According to the current order of the Ministry of Transport, from September 1, 2024, personal information of passengers and travel information will be transferred to a unified database.
The database stores full name, date of birth, document data, route, travel date, gender and citizenship. For air transportation, as well as for other types of transport, if the relevant information is available, telephone, email, account information, IP address and electronic payment information are additionally transmitted.
Data must be transmitted automatically by carriers: for air and rail transportation - within 15 minutes after the operation, for road and water transportation - within 30 minutes. For flights, additional transmission of booking data 72, 48, 24 and six hours before departure is also provided.
Personal data is stored in the database for seven years. Access to them is given, in particular, by the Ministry of Internal Affairs, the FSB and Rostransnadzor in accordance with the law. The rules are valid until September 1, 2030.
