By 2028, the Ministry of Internal Affairs and the Ministry of Transport must ensure state registration of personal mobility devices - electric scooters and electric bicycles - with the installation of license plates. This follows from the action plan for the implementation of the Strategy for Improving Road Safety for the period until 2030 and for the future until 2036, which was approved by the government.
The document also stipulates that by 2030 the issue of mandatory labeling of personal mobility devices must be resolved. Such marking must confirm the compliance of the equipment with established safety requirements.
Infrastructure for SIM will begin to be planned this year
The action plan concerns not only registration, but also the development of the urban environment for users of electric scooters, electric bicycles and other SIMs. The Ministry of Transport and regional authorities should approve plans for infrastructure development and integration of SIM into city transport systems already this year.
Against the backdrop of these decisions, regions are already beginning to introduce restrictions on kick-sharing. Thus, since April in the Moscow region, the rental of electric scooters has been limited in Solnechnogorsk, Kotelniki and Lobnya.
The topic of SIM security and regulation was previously raised at the federal level. Last December, President Vladimir Putin spoke about the problems associated with the movement of couriers on electric bicycles, and promised instructions to the Ministry of Internal Affairs and regional authorities on this issue.
