π Tender Overview
The legislative basis for blocking VPN services has been found, government agencies are taking measures and are thinking about additional tariffication of international traffic. The Law On Information, Information Technologies and Information Protection, in particular, establishes that the owner of software and hardware is obliged to prevent the user from accessing blocked information resources, as well as to ensure interaction with Roskomnadzor. If such requirements are not met, Roskomnadzor makes a decision to restrict access to such a resource, the Ministry of Digital Development reports.
In other words, if VPN services provide the ability to access blocked networks and applications, then RKN will block such VPN services. Roskomnadzor can block access to VPN services that do not comply with legal requirements as part of the centralized management of the public communications network, which is provided for in Article 65.1 of the Communications Law.
The Ministry of Digital Development also reported that this department and other government agencies are currently taking measures aimed at countering the use of VPN services that do not comply with legal requirements. In addition, specific parameters for the mechanism for additional tariffication of international traffic of users of PRTS services are being developed (letter dated April 27, 2026 N P12-38124).
The department has not deciphered the abbreviation PRTS, but, presumably, in this context it means mobile radiotelephone communications, the services of which also include mobile Internet.
