Some localities have not paid enough attention to social housing development and have not allocated local budgets. to carry out compensation, support, resettlement, and invest in technical infrastructure to have a clean land fund, and assign investors to implement the project. Although most localities have paid attention and proactively arranged land funds for social housing development, many land fund locations are planned to be located far from the urban center, far from industrial zones/clusters. The work of resolving administrative procedures in the fields of investment, land, construction, and housing in some localities is still slow and prolonged; Coordination in handling procedures among state management agencies is not truly synchronized, leading to increased investment preparation time and costs for businesses. Access to credit support from banks is still difficult, lacking preferential capital from the State while housing construction investment projects in general and social housing in particular require large investment capital and slow capital recovery time, especially for rental housing. Investment capital for social housing construction from the budget is limited and cannot meet actual needs. The demand for rental housing across the country is huge. However, the current actual supply is still very limited, not meeting the expectations and urgent requirements of practice. The process of arranging administrative units, organizing two-level local governments and adjusting related plans gives rise to the need to review, update and integrate many contents of planning, land use plans and urban development programs, which have a certain impact on the progress of investment preparation and implementation of real estate projects...
